Executive Session — 36 MRSA Section 841(2) — Hardship Abatement Application Motion made and seconded to enter Executive Session; motion passed unanimously 2. Open Session — Hardship Abatement Application Decision Motion made and seconded to approve staff recommendation; motion passed unanimously 3. Bids/Purchasing a. Front End Loader— Public Works — United Construction & Forestry - $301,900 ($151,900 Life Cycle Cost) Motion made and seconded to recommend approval; motion passed unanimously b. Small Front-End Loader— Public Works — Central Equipment Company - $87,844 Motion made and seconded to recommend purchase; motion passed unanimously c. Rental Van - Plug-in Hybrid — Fleet— Darling's Ford - $43,665 Motion made and seconded to recommend purchase; motion passed unanimously d. Airfield Maintenance Truck—Airport— O'Conner Auto Park - $46,754 Motion made and seconded to recommend purchase; motion passed unanimously e. Portable Column Lifts — Fleet &Airport— RDI Equipment - $50,413 each (total purchase $100,825) Motion made and seconded to recommend purchase; motion passed unanimously f. Hildreth Street North Force Main — Engineering — Eastwood Contractors - $313,125 Motion made and seconded to recommend approval; motion passed unanimously g. Realtor Services — Community & Economic Development—The Boulos Company— 8% to 6.5% Commission (based on sale price) Councilor Fish questioned expressed concerns regarding the recommended bidder, particularly the limited experience of the primary agent proposed, and that the bidder's primary experience is related to commercial property. She asked for further explanation as to how the bid process worked and how the recommended bidder was selected. Finance Director Little explained that the RFP was drafted looking for one company to handle both residential and commercial property, the RFP was posted to the City website and in the local paper. Questions were received during the process asking of the City wanted to split the bid between residential and commercial. The City replied no that it was looking for one company to handle all sales and received only two bids. Boulos was selected by staff for the larger staff available and experience. Councilor Tremble recommended that the bid be split between the two bidders separating residential and commercial. City Manager Laurie and Finance Director Little explained that because the question period included a question about splitting the bid and the City replied no, the appropriate action would be to reject both bids and rebid with two separate RFP's. Councilor Leonard made a motion to direct staff to rebid, the motion was passed unanimously. h. City Hall Renovation Furniture & Fixtures — Finance — WB Mason - $537,881 Councilor Tremble asked about new furniture and fixtures for the second and third floors of City Hall. Finance Director Little replied that this bid only pertained to the first floor and that staff was looking into what could be done on the other floors, but additional funding would need to be approved. Motion made and seconded to recommend approval; motion passed unanimously 4. Revised Matured Tax or Utility Lien Policy Staff reviewed the changes to the policy which brought the policy in-line with the current State Statute regarding the acquisition and sale of lien acquired property. Highlighted changes included, a 90-day notice to the former owner before the City could list the property for sale, the requirement to use a real estate broker or agent to sell the property at the highest price the agent believes the property will sell at, and the requirement to return any excess funds to the former owner after deducting allowable costs.
