HomeMy WebLinkAbout2024-08-19 Business and Economic Development Committee Minutes BUSINESS & ECONOMIC DEVELOPMENT COMMITTEE Monday, August 19, 2024 @ 5:15 PM Penobscot Room, Lower Floor of Penquis CAP MEETING MINUTES City Councilors Present: Fournier, Hawes, Leonard, Pelletier, Schaefer, Tremble, Yacoubagha. City Staff Present: Collette, Krieg, Saavedra, Szewczyk. Chair Hawes called the meeting to order at 6:34 P.M. 1. PROPOSED CHANGES TO MOBILE HOME PARK REQUIREMENTS — LAND DEVELOPMENT CODE, Action requested to make a recommendation to move forward Planning Officer Anja Collette presented to the Committee and gave overview of proposed changes and State law LD 337. Councilor Leonard asked about proposed roofing requirements and whether these would conflict with materials used in 3D-printed homes — Planning Officer Collette responded that she would look into this. Councilor Schaefer expressed support for the proposed changes. Councilor Schaefer moved recommendation to move forward, seconded by Councilor Tremble. Vote unless doubted, no doubt. 2. AIRPORT DIRECTOR'S REPORT Airport Director Jose Saavedra presented to the Committee and gave report on ongoing construction projects, Brownfields project, passenger traffic numbers, staff's participation at the Farnborough Air Show, recent visit from United Airlines, community engagement activities, Honor Flight Maine, and yearly compliance inspection. Councilor Schaefer expressed support for the Honor Flight coordination. 3. PROPOSED THIRD AMENDMENT TO LEASE WITH WATERFRONT CONCERTS,Action requested to make a recommendation to move forward City Solicitor David Szewczyk presented to the Committee and gave overview of proposed lease amendment. Councilor Tremble expressed a desire to have a set cost that Waterfront Concerts will agree to pay, rather than leaving this open-ended. City Solicitor Szewczyk clarified conversations that have already occurred between WaterFront Concerts and staff, and the plan moving forward. Chair Hawes expressed support for the mural project, but mentioned some concerns about the fence. Councilor Leonard moved recommendation to move forward, seconded by Councilor Schaefer. Vote unless doubted, no doubt. Councilor Schaefer moved to go into Executive Session pursuant to 1 MRSA §405 (6)(E), Consultation with City Solicitor — Discussion of Legal Rights & Duties, and Economic Development — Disposition of Real Property.
