HomeMy WebLinkAbout2024-08-05 Business and Economic Development Committee Minutes BUSINESS & ECONOMIC DEVELOPMENT COMMITTEE Monday, August 5, 2024 @ 5:15 PM Penobscot Room, Lower Floor of Penquis CAP MEETING MINUTES City Councilors Present: Dean, Fish, Fournier, Hawes, Leonard, Schaefer, Tremble, Yacoubagha. City Staff Present: Collette, Hernandez-Smith, Krieg, Saavedra. Chair Hawes called the meeting to order at 5:15 P.M. 1. GRANT APPLICATIONS REQUESTS A. EVICTION PROTECTION B. LEAD ABATEMENT Development Director Anne Krieg presented the agenda item and gave an overview of the grants requested to pursue. Councilor Schaefer moved to recommend to full Council that staff be authorized to pursue eviction protection grant, seconded by Councilor Leonard. Vote unless doubted, no doubt. Motion passed. Councilor Schaefer moved to recommend to full Council that staff be authorized to pursue lead abatement grant, seconded by Councilor Leonard. Vote unless doubted, no doubt. Motion passed. Councilor Fish asked how qualification guidelines for lead abatement grant would be determined — Development Director Krieg responded that staff would be mandated to follow HUD guidelines. 2. UPDATE — FARNBOROUGH AIR SHOW RECAP Economic Development Officer Biguita Hernandez-Smith and Airport Director Jose Saavedra presented to the Committee and gave update on their attendance at the Farnborough Air Show. Councilor Tremble asked if there had been any discussion of cargo — Airport Director Saavedra responded that these are long-term, ongoing conversations. 3. CODE CHANGE — CO-LIVING CLARIFICATION Planning Officer Anja Collette presented to the Committee and gave overview of proposed Code amendment. Councilor Tremble asked if the short-term rentals in co-living residences would count towards the City-wide cap — Planning Officer Collette responded that they would not, but that the property owner would still need to abide to the 25% maximum cap on that specific property. Councilor Schaefer moved acceptance of staff moving forward with proposed Code amendment, seconded by Councilor Tremble. Vote unless doubted, no doubt. Motion passed. Councilor Fish asked if this amendment would apply to all future co-living dormitories — Planning Officer Collette responded that it would. Development Director Anne Krieg noted that staff is expecting an internal draft of the housing study will be prepared for presentation at September 17, 2024 meeting. Councilor Fish noted that she still has not heard of any outreach being made to area realtors and landlords. Meeting adjourned at 5:43 P.M.
