Kelly Cofiioux, President af BCC, and Sally Bilancia represented the BCC. McKay said that
a Downtawn Center Management District was established by the City 12 years ago ,
allowing the City ta assess dawntown praperty owners to fund a program af activities
that are carried out through a contract with the BCC. The City raises tfie specia!
assessment taxes and uses them to fund this program. The BCG contracts with the City's �
Community and Economic Developm�nt Department (Sally Bilancia) who statf the BCC.
BCC then annually reimburses the city for the staff inember. Each year the district and
s�ecial assessrr�ent needs to be renewed. It has been fifty-three cenks per thousand ,
tiollars of vaiue of property far a iong time periad. To implement the District from 7uly
1, 2008 to June 20, 2009, there are four City Council Orders that need passage as well
as two public hearings. One is adapting the Bangor Center Corparation Managernent �
Plan, establishing the Dawntown Center Management District, establishing fihe rate of
$.53Jcents, and estabilshing the development program.
Catiaux spoke about the improvements in the downtown area over the past few years. '
There has been a great change. BCC is a marketing arm to bring events to downtown,
to support and to build and to make sure businesses are retained, and insuring safety. '
The BCC Board of Directors is made up of volunteers. Bob Brown will be the Board's
incoming President. She reviewed same af the annual event�as well as future plans.
Wheeler referred to a comment from a dawntown business owner thafi Bangor is '
becoming alive. Wheeler asked what e(ements does the BCC Board feel that would be
desirable ta enhance downtown life and activities and how would they be maintained. �
