Meeting Minutes

The meeting convened at 5:00.
1. Consent Agenda
a. Residential Rehabilitation Loan — 237 Center Street.
b. Lease agreement with Rallor, Inc.
c. Extension of Lease — Oak Street— Stillwater Realty Trust.
� The Committee accepted the Consent Agenda.
2. Annual report of Bangor Center Corporation.
Sally Bates introduced Parke Clemons, Vice President of Bangor Center
Corporation (BCC). Clemons discussed a letter to the Council from BCC President
Linda Packard, in which she noted the Center's accomplishments over the past
year. These include broadening their participation in downtown events, raising
the prestige and public awareness of signature events, building on partnerships
and collaborations with other groups, and becoming directly involved with
downtown stakeholders and City Staff to identify and address safety and security
issues.
Clemons discussed the various subcommittees of BCC, marketing/events, the
downtown liaison, ads and sponsorships, the website, and their beautiflcation
program. He noted that they had a revised strategic plan. The vision statement
extends to 2006, and states that the Center fosters an environment that
encourages retention and growth of retail, service, and professional businesses,
residential life, cultural organizations and government offices. BCC does this by
investing in the amenities of the district, helping to market the area, and by
� participating in the City of Bangor's planning as it affects the downtown area.
Farrington complimented the group for the strides that they have taken in �
developing downtown. Palmer agreed and said that it is the downtown area that
brings people to communities.
Bates said that the directors are sincerely interested in the downtown area,
which makes a tremendous difference, and they also get fabulous cooperation
from all of the City departments, Police, Public Works and so forth. She said that
we can be proud of those folks, because they are part of the team that makes it
all work.
Bates said that on September 25t", Bangor will be the host city for the Maine
Downtown Conference. This will bring downtown leaders from across the state
to Bangor. Bates said that they have revised their downtownbangor.com
website, and it includes an essay on what it's like to live in downtown Bangor by
a resident of downtown.
The Committee approved moving the hearing and documents to the June gtn
Council Meeting.
3. Comair/Delta Connection on-call maintenance agreement.
Tony Caruso presented a request for contract renewal for on-call aircraft �
maintenance service to Comair/Delta Connection.
Palmer requested the dollar amount of the revenue stream. The Committee
approved the contract renewal.
4. Executive Session — Private Management— Bangor Auditorium and .
Civic Center.
The Committee voted to go into executive session.
5. Action on Executive Session — Private Management— Bangor
Auditorium and Civic Center.
The Committee recommended SMG for private management of Bangor
Auditorium and Civic Center. This recommendation will be forwarded to City
Council for the meeting on June gtn
6. Executive Session — Negotiations — Bass Park Redevelopment.
