1. Consent Agenda: Subordination Request for Property Located at 39 Randolph
Drive.
A motion was made and seconded to approve Consent Agenda.
2. Bangor International Airport Passenger Statistics
Caruso reviewed the statistics with the Committee. He distributed a copy of a
report from Airport Counsels International, which is a monthly worldwide airport
trafFic report. He noted that the report shows a percentage growth of a little
over 5% for Bangor. This has been the best October for BIA, and last April was
the worst. Regarding the statistic sheet, Caruso noted that the monthly and
� YDO passenger numbers include emplanement and deplanement. He mentioned
future jet service to Philadelphia and Minneapolis. In terms of future
development, some larger regional jet service has started going to 50 seats to 70
seats. Staff is talking to airlines about additional routes to Dulles, Chicago,
Minneapolis and Atlanta. Bringing in another low cost carrier is on stafF's priority
list as well as cargo flights. Cashwell asked for a PanAm status. Caruso said
PanAm has been set up on a repayment plan. In terms of service, he doesn't
feel PanAm will be able to ofFer it in the future. Currently, PanAm owes
approximately $200,000. PanAm still uses BIA for some charter service flights.
The de-icing containment pad is successfully running and in operation.
Referencing the clean up of Birch Stream, Caruso praised staff support as well as
support and teamwork from the DEP, the Guard, local folks, engineering. Early
reports indicate approximately 4-6 tons of debris was extracted from the Stream.
Testing done before the cleanup showed no detection of propylene glycol. DEP
reports the stream is regenerating itself. The area has been re-seeded. Cashwell
asked if there was a potential for such problems in other areas, and Ring
indicated potentially in the Kenduskeag Stream but also indicated that Keep
Bangor Beautiful for several years has done a clean up of that Stream. Staff is
working with DEP to look at the Penjajawoc as well as other that are tributaries
to the Kenduskeag. The t-hangars are progressing well and all the bays are
spoken for.

3. Amendment #5 — Water's Edge: Amendment to Contract with Carol R Johnson �
Associates for Additional Services
The Committee recommended approval to full Council for an amendment to the
City's contract with Carol R. Johnson Associates for design services related to the
waterfront. McKay indicated that this amendment will authorize a number of
additional services including a subcontract with SW Cole Engineering to assist
CRJA and their engineers with geotechnical analysis and recommendations for
the sheet piling and other structural components of the water's edge project.
The intent of this work is to strengthen areas of the bulkhead to allow for the
construction of a docking facility for larger vessels, such as the cruise ship which
currently homeports in Bangor. Borne Consulting Engineering will also provide
design development, bidding and contract documents as well as construction
phase services for the docking facility. The total cost of the additional services
will be on an hourly basis with a not to exceed amount of $76,425. These
services will be funded through the Community Development Block Grant
Program. To date, costs have been less than anticipated on other aspects of this
contract, and additional funding over and above that already committed from the
CDBG program will not be necessary.
