The meeting was called to order by Acting Committee Chair Tremble at 5:42 p.m.
1. Consent Agenda
a. Resolve: Authorizing the City Manager to Accept and Appropriate $200,000 for a
Two-Year Maine CDC Grant to Prevent Prescription Drug/Opioid Overdose-
Related Deaths in Penobscot County
b. Resolve: Accepting and Executing a Grant Amendment in the Amount of$30,028
for Bangor Public Health and Community Services' Substance Use Prevention
Grant from the University of New England
c. Order: Authorizing the City Manager to Execute a Memorandum of
Understanding with Penobscot Community Health Care to receive $3,000 from
the Maine Cancer Foundation Grant to Implement a Tobacco Cessation Pilot
P rog ra m
Public Health's Health Promotion ManagerJamie Comstock provided an overview ofthese
items. They are routine grant funding opportunities and partnerships related to ongoing
programs.
A motion to approve and move to full Council was made by Councilor Davitt, seconded by
Councilor Yacoubagha, all in favor.
2. Continued Discussion: Concerns Regarding Businesses at 190 Harlow Street
Councilor Tremble provided an overview of this item. This discussion was part the second
meeting in which representatives from Half Acre Nightclub, Diamond's, and Franklin Place
Condo Complex residents discussed concerns, issues, and potential solutions related to
concerns of noise, violence, and other disturbances in the parking lot outside of the two
businesses. There was significant discussion regarding hours, ways to mitigate people
congregating, police presence, and noise. There was further discussion regarding control of
the parking lot. Patrick Brann, owner of Half Acre, was tasked with coming up with ideas on
how to mitigate these concerns and to return to the Council with proposals.
3. Presentation by Pallet (Housing) for those Experiencing Homelessness
Representatives from the company Pallet gave a presentation of their product. They provide
small housing structures as part of a comprehensive services to those experiencing
homelessness. There was significant discussion by the representatives, Councilors, and
members of the public. Discussion included cost, location, services provider options, time to
build, and other factors. Council requested additional information from staff and follow up
discussion at future Gov Ops meeting.
Meeting was adjourned at approximately 7:52 pm.
