The meeting was called to order by Councilor Okafor at 6:36 p.m.
1. Resolve: Accept&Appropriate $376,524 for the Supplemental Nutrition Education Grant
Program from the University of New England
Public Health employee Robin Carr provided an overview of this item. Public health has held
this grant since 2012. This is a one-year grant period.
A motion to approve and move to full Council was made by Councilor Fournier, seconded by
Councilor Yacoubagha, all in favor.
2. Order: Accept&Appropriate $99,126 for a Two-Year Maine Cancer Foundation Tobacco
Prevention and Treatment Grant
Public Health employee Robin Carr provided an overview of this item. It supports Public
Health and Penobscot Community Health Care staff to implement initiatives related to
tobacco prevention. This is a two-year grant.
A motion to approve and move to full Council was made by Councilor Fournier, seconded by
Councilor Yacoubagha, all in favor.
3. Presentation on Services Related to Homelessness: Bangor Area Recovery Network
(BARN)
Angela Walker provided an overview of the services offered by BARN. They are located in
Brewer and provide peer-based services, education, outreach, and advocacy.

4. Council Priorities Update
Assistant City Manager O'Donnell noted that one of the three priorities set by Council
related to homelessness has been reached, related to Built for Zero. There is one more
presentation scheduled for early July as part of priority of identifying gaps and barriers in
services. She expects a synopsis and overview to be compiled thereafter for discussion.
