Overview of Sewer Line Assessment & Prioritization - WWTP Amanda Smith stated this overview is promoted by public comment on repair of sewer lines. The City has approximately 150 miles of sewer line. The 80% of the lines have been reviewed and coded according to their condition such as cracks, defects, breech in line with visible soils, and other materials. The City reviews 10% of the lines every year. The data is compiled, with that prioritized data, the City can determine and budget for larger sewer projects costing $100,000 or more or small sewer spot repair projects costing up to $1,000,000. A mile of sewer line repair can cost $650,000. Amanda showed the Committee visual examples of a good line verses bad lines, the types of lines, and their ages. There was continued discussion regarding the priorities, budgeting time lines, and the repairs. Vote: No vote necessary. 2. Drainage Easement, Longview Drive, Map R69 Lot 001-G Richard May outlined from the following memo: Bangor Mall Business Park was first approved in the 1989 with several Phases and Modifications being approved through 2004. This development includes Longview Drive, and Springer Drive Extension, both of which have been accepted by the City. Lot 2 of the subdivision is shown on the subdivision plan as having a “Proposed 115’-wide Drainage Easement to the City of Bangor”. This stormwater easement has not been deeded to the City of Bangor, nor has it been reserved by the developer in any of the deeds to current or past owners. The easement contains a stormwater detention area (stormwater best management practice, or BMP) that likely has not ever had maintenance or inspection. Because the ownership is not well defined, this can be categorized as an “orphan” stormwater BMP. The owner of Lot 2 is currently working to develop their lot, which has not been previously built on. This gives the City an opportunity to work with the landowner while they have the guidance of a design professional. The owner has demonstrated a willingness to deed the drainage easement to the City, which appears to have been the original intent of the developer. Accepting this easement would give the City the opportunity to inspect, maintain, and possibly improve the stormwater treatment system on this site. This is important because this site lies within the watershed of Penjajawoc Stream, which is categorized as an Urban Impaired Stream 2 by the Maine DEP. The City is obligated to construct at least one stormwater BMP within this watershed before June 30, 2027. Vote: Motion made and seconded, unanimous vote. 3. Easement at Downeast School for Versant John Theriault stated Versant Power is working with Downeast School to provide updated electric service at the School. The work includes sections of new underground conduits, transformer pad, transformer, and a new riser pole. The new infrastructure will be located on the north eastern side of the school. In order to maintain and the new electrical service, Versant Power is requesting a 20 by 40 foot easement from the City of Bangor. The easement language and Exhibit A, which shows the easement location, are included with this memo. In addition to the easement, Versant Power is also requesting a Bill of Sale from the City for the electrical equipment. It is typical for Versant Power to take ownership of electric service equipment from the City in order for them to maintain the equipment in the most efficient manner.
