HomeMy WebLinkAbout2001-03-28 Government Operations Committee Minutes Government Operations Committee � Meeting Minutes March 28, 2001 Councilors Attending: Nichi Farnham, )oseph Baldacci Staff Attending: Bob Farrar, JefF Cammack, Norm Heitmann, Gail Campbell Meeting convened at 5:00 p.m. 1. Ambulance Billin� Services for the Town of Corinth (Fire Department) Staff is requesting to enter into an agreement with the Town of Corinth in order to handle billing for that town. The agreement was drawn up by the City's Solicitor and has been approved by the Town of Corinth. The fee would be $7.50 per call and Corinth would be responsible for purchasing the software to allow Bangor Fire to do that. If they should decide to terminate the agreement, they will get the software back. Bangor Fire has done this in the past with a � couple of other towns. Approved recommendation to Council. 2. Subordinate Committee Appointment Process (City Clerk) Gail Campbell indicated that there are 36 applications for 33 positions. Staff is looking to schedule the dates for the interviews. It has been discussed not to interview applicants that are re-applying for positions. This would cut the number in half. Gail suggested departmental input for various positions. The Committee agreed that it would be helpful for this input. The Committee suggests setting up the interviews prior to the Council Meeting on the 9th of April and again prior to the Government Operations Committee Meeting on the 11�' and repeat the process on the 23�d and the 25th of April. Staff will inform the Committee of the schedule when complete. 3. City Retirement Conversion Process Update (Assistant City Manager) Bob Farrar explained that the withdrawal is effective March 31st. All regular full- time and regular part-time employees hired after March 31� will go into the new 401(a) plan. Current employees are grandfathered or may choose to go to the new plan. All of the paperwork and application to ICMA-RC has been completed and accepted. The new plan is set up and ready to go. Staff has been in the � process of holding 26 citywide employee informational meetings that Bob has � been leading along with a staff person from ICMA-RC. Informational packages were given to employees explaining the process. Over 300 employees have attended one of these meetings. 70, to date, will be requesting additional information from Maine State with respect to the balance in their account. 25-30 employees have scheduled a follow up meeting with the ICMA-RC representative to discuss their specific situation. Bob has received no negative comments from employees and feedback has been good. Bob estimates that 30-50 employees will potentially convert to the new plan. The Committee thanked Bob for the update on this issue and asked for other Council members to receive the informational brochures/material distributed to the Committee. With no further business to discuss, the meeting adjourned at 5:35 p.m. � � 2
