Staff presented detailed backQround on the acti��ities undertaken in the Cit`� since 1971
�vhich have included nei�?hborhood impro��ement projects, clearance and redevelopment.
tar�etin� code enforcement programs, residential rehabilitation proarams, and Cit�- infrastructure
iinprovements. The first of these projects ���as the �Z'est Side Area Neiahborhood Impro��ement
Project. Staff then revie�ti�ed the steps the�� are currentl�� undertakin� as �r�ell as the future plans
of conductin<� a systematic nei�hborhood condition anal��sis. The Qoal is to identif�� specitic
areas of the community ���hich are e�hibitin� siQns of deterioration either on a socioeconomic or
ph}�sical basis. Once this information has been anal��zed. specific areas can be identified for
further action.

Authority (MSHA) in partnership ��,-ith local banl:s and the Community Development oftice.
Councilor Joe Baldacci su�:�>ested that Staff contact �-ISHA in response to their precious offer to

and realtors to e�cplain and promote the pro�ram. Joe further stated that Portland ban�s financed
$10,000,000 in new home mort�a`es usin� this pro��ram. Joe su�aested to Staff that «�e try to
obtain somc of these funds for Ban�?or because �ISHA ���ill ha��e another $10,000,000 in 1999.
T.J. Ntartzial added that we do plan on usin�_ this proQram to finance purchases in the Randolph
Dri��e area.
