MINUTES COMMITTEE MEMBERS PRESENT: Councilor Baldacci, Chair Councilor Rohman Councilor Vardamis Councilor Palmer OTHER COUNCILORS PRESENT: Councilor Blanchette STAFF PRESENT: Rodney G. McKay, Director of Community & Economic Development Stan Moses, Asst. C.D. Director T.J. Martzial, Housing Programs Manager Dan Wellington, Code Enforcement Officer Jim Ring, City Engineer Kate Weber, Planning Officer . Lee Umphrey, Community&Intergovernmental Affairs OTHERS: Ray Colford, owner of 10,12 and 14 Union Place The meeting was called to order by Committee Chair Councilor Baldacci at 5:00 PM. 1. Committee Tour of Union Place Committee and staff toured the interior of#243-245 Union Street which is now owned by the City. Community Development staff has relocated the occupants of the 4 apartments in this building. Committee members and staff agreed that the condition of this building was poor and,with a failing foundation, it should be demolished. The Committee and staff also toured the interior of the one vacant apartment in 15-16 Union Place, which is now owned by the City. The tenant of this apartment has been relocated by City staff,with the tenants of the three other apartments in this building still to be relocated. Committee members and staff agreed that the condition of the vacant apartments was deplorable. The building at 7-11 Union Place has also been acquired by the City, with the tenants of both apartments still to be relocated. The Committee also toured the exterior of 10, 12 and 14 Union Place, owned by Ray Colford. Mr. Colford was present to answer questions. With authorization by the Committee, staff is negotiating with Mr. Colford for acquisition of these properties. • • Committee members and staff agreed that the proximity of these 3 buildings to each other and to other nearby buildings represented an over crowding condition. 2. Union Place Neighborhood Conservation Project—Review of Redevelopment Plans Staff presented to the Committee two redevelopment conceptual plans (copies attached) indicating a possible redevelopment of apartments (1) if existing structure were removed from the properties recently acquired by the City and(2) if the Colford properties were also acquired and cleared. The Committee made no decision regarding redevelopment, but some members raised the possibility of retaining at least part of the area as "green space". 3. Executive Session—Union Place Neighborhood Conservation Project Property Acquisition Negotiations The Committee voted to go into Executive Session in the front room of the vacant 243-245 Union Street to discuss property acquisition negotiations. Following the executive session,the Committee voted to have staff continue negotiations with Ray Colford for the acquisition of his properties at 10,12 and 14 Union Place (lots 39, 40 & 40A on City Assessor's Map 33). 4. Downtown Development District—Proposed Zoning Amendments � Staff reviewed the proposed amendments to the Land Development Code relating to the Downtown Development District,to rezone churches in the district from • Government& Institutional to DDD, allowing the more flexible DDD development standards for churches, and to allow broadcasting studios in the DDD (but not broadcasting towers) which are not currently permitted uses in the DDD. The Committee took no action and requested further consideration at its next meeting. Meeting adjourned at 5:55 PM. •
