The Public Hearing portion of this meeting was called to order
by Councilor pon Soucy at 5:00 PM, Chairing in Councilor Gerard
Baldacci's absence. It was held in the City Council Chambers.
AGENDA ITEM #1 - Public Hearing, CDBG Program
As part of the Public Hearing process, Rod McRay, Director of
Community Development, presented and reviewed this item for all
• those attending.
This is the City's Proposed Statement of Community Development
Objectives and Projected Use of Funds for FY 1994 Community
Development Block Grant Funds (CDBG) . Funds available are subject
to appropriation by the U.S. Congress. Bangor's allocation is
$1,260,000 for the period beginning July 1, 1994 and ending June
30, 1995. This amount will be added to the expected avai�.able
program income of $450,000 which will make for a total of
$1,710,�00. Not less than 70$ of these funds must be used to
support activities that benefit low- �nd moderate-income persons.
The balance of funds are used to support activities which assist in
the prevention or eli.mination of slums or bliqht or meet other
i.mmediate needs� which pose a serious threat to the health and
welfare of the community ,and where other financial resources are
not available to meet such needs. Some of the basic eligible
activities are: property acquisition, disposition, public
facilities and improvements, property clearance, public services,
propertgrrehabilitation, interinaassistance, payment of non-federal
share, completion of urban renewal projects, relocation assistance
and loss of rental income. Also eligible, removal of materi:al and
architectural barriers, new housing construction (very li.mited) ,
etc. (See attached)
Ineligible activities include: Buildings and Facilities Used
for the General Conduct of Government; General Government Expenses;
• Political Activities; Purchase of Construction Equipment; Operating
and Maintenance of Public Facilities; New Housing Construction.

Program Objectives and Projected Use of Funds were broken down �
into their various categories which Rod also reviewed (see
attached) . As a final part of this presentation, there was a
, breakdown of currently authorized Community Development Projects
which remain to be completed totaling $186,335 (see attached) .
Questions and Comments were taken and responded to. Dan Lee,
, Principal at Fruit Street School, stated his support for the
playground project at the school especially its accessibility for
handicapped children.
A motion was made and seconded to close the Public Hearing.
So voted.
A motion was made and seconded to recommend approval of the
acceptance of the City's Proposed FY 1994 CDBG Statement of
Community Development Objectives and Projected Use of Funds as
presented. So voted.
(A 2nd Public Hearing on this subject will be held at the City
. Council meeting on May 23rd. Rod McRay stated that he will be
available to answer questions at that time. )
The meeting was then moved to the 3rd floor conference room
for the remainder of the Agenda items to be heard. •
AGENDA ITEM 2 - Lease Agreement, Independent Street and Short St.
Ren Gibb stated that at �his time no action would be taken on
this item today as Castle Realty, Inc. 's final plans are not ready.
AGENDA ITEM #3 - Briefing Regarding Planning Issues
� Ren Gibb presented a summary of various items which the
Planning Board discussed at their May 17th meeting. The first item
was the Broadway Corridor issue. (This item had originally come
before the C&ED Committee at its March 23, 1994 meeting. ) The
Planning Board � did not come to a firm conclusion on this but
suggested that a neighborhood meeting be set-up to allow abutting
property owners to give their opinions on the proposed
professional/residential facility to be located on Broadway. Ren
stated that this meeting should be held before summer; it will be
held at Bangor High School on a day that City Council is meeting;
a notice will also be published in the . BDN. Ken indicated that
first of all he will be checking with the high school to see what
dates are available and come back to Committee with the date and
time.
The second issue is the project located at Third and Union
Streets (the location of the former Shop 'n Save) . Rite Aid will
be moving into the main portion of this building; remaining areas �
will be broken down into separate retail spaces.

A. The Ba�qar Land Development Code .Re�uires:
� 1 . Applica�ions for zaning amendment must be filed in the Planning
Division 4f�ice at City xall {wsth necessary advert�sing and
processing �ees ) .
2 . A council Order containing the proposed zaning amendment must be
drawn up by the Planning Office and placed an the Council Agenda,
3 . A public hearing must be scheduled to be held by the Planning
Board on the proposed amendment (the �ity Counc�l can take no
action until af�er the Planning Board hearing and repart) .
4 . A natice of the public hearing must be p3aced in a newspaper �t
least 1Q days prior to the hearing and a notice must be mailed to
owners af abutting property within 100 feet of the property
