A motion was made and seconded to approve Consent Agenda items. Palmer
� asked Martzial to provide a brief overview of item 2, 110 Pearl Street.

� 3. "Unleash the Music" event application.
Bates indicated that Noah Walsh submitted an application for an event that
� would take place on September 25 from noon to midnight with a variety of
musical acts performing on the City owned block at the corner of Railroad and
Main Street. Food vendors and a beer tent will also be in place. The application
' has circulated through the appropriate City departments for review and no
objections have been raised. The item came before the Committee for
informational purposes. No vote was required. Walsh is still in the process of
� raising sponsors. Farrington raised the question of noise level and the type of
music to be offered. Bates thought it would be geared toward the younger
generation. Farrington asked about the additional cost to the City of providing
, Police presence. Bates said the event organizers and producers would cover the
cost. The City will provide electricity for the event. The group tried to organize
the event last year but it did not materialize.
� 4. License A reement with Ban or Area Homeless Shelter

� Bates indicated this is a routine matter. The applicant has requested use of a
City-owned property. This event is not an entertainment activity. Bates
' recommended a license agreement for the Bangor Area Homeless Shelter to use
property behind the old Bed Works building for a parking lot for a very narrow
amount of time from 9 am to 3 pm on September 7, 2004. The Shelter is having

an open house expecting 50 in attendance. A motion was made and seconded ,
to approve the license.
5. Larry Springer—Tentative Developer Status — Exchange Street ,
Development Site

status for the last remaining urban renewal parcel, Parcel B-13, on Exchange ,
Street to prepare a proposal for the Council's consideration for a 50,000-60,OOQ
sq. ft. high rise office building. The site has been available since the late 1960's.
There has been recent interest from the State Judicial System regarding B-13. �
They have requested and have been provided information from the City. Staff
recommended approval of the tentative developer status. In response to
Farrington, McKay said the building would be 4-6 stories and there is no height �
limit in the Downtown Development District. The project would be done in two
phases for the proposed two buildings. The first phase building would be the
one located closest to Washington Street. Tentative developer status means that '
the City takes the property ofF the market and agrees to negotiate only with the
designated tentative developer for the next 90 days. A motion was made and
seconded to grant tentative developer status. ,
6. Use of Bass Park Infield / Bangor Soccer Club �
Dyer discussed a letter he had received from Rod Towne, representing the
Bangor Soccer Club, requesting a portion of the in-field not be used for parking '
for various events including the Fair, The Folk Festival, and the 2005 Logger's
Show in order to preserve turf for use of the Soccer Club. The Soccer Club has
been using the in field for more than 4 years. Dyer said his concern would be for �
taking the in field out of use for the various events. It represents 7-8 rows of
vehicles with about 40+ vehicles in each row. During the Fair, there is a charge
for parking in field parking, which is a significant revenue source of '
approximately $17,000. During the Folk Festival, Dyer said that Saturday is
typically the busiest day. McCarthy, Director of the Folk Festival, said that
during the past two years, the Festival has barely managed to accommodate t
travelers coming into Bangor for the Festival. Bangor is getting an excellent
reputation as a very hospitable, welcoming and accommodating City. Part of the ,
Festival's marketing has been"come to the Festival, park at Bass Park, and take
the BAT to the Festival site". She is concerned that Festival attendees will have
to be sent to a different location and she isn't sure where that would be. �
Terrance Harrigan, new Director of the Bangor Soccer Club, read an e-mail from
]eff Stanferd, a volunteer for the Bangor Soccer Club, who is responsible for
finding practice locations for the Club. Greene asked about the Club's use of the ,
Husson College field. Barrett said there is a provision with the City's agreement
with Husson regarding use of the field on a reasonable cost basis. Barrett

' indicated he would be willing to speak with President Beardsley regarding the
fee. Palmer suggested exploring the use of Husson's soccer field. Dyer referred
, to a memo from the City Engineer in which he states concern over the loss of the
in field for Festival parking, which would cause logistical challenges. Regarding
the Club's concern with rutted turf, Dyer said that rutting could be easily
' corrected by a heavy vibratory roller. The roller could perhaps be obtained
through Cianbro, a Club supporter. Barrett agreed with Dyer in using the Track's
water truck to keep the grass in a reasonable condition. At a minimum, Barrett
' suggested that the City could make sure the area has been cleared of debris
after the Fair and the Folk Festival, grass repair, if rutting has occurred, and
� check into the water truck use. Dyer indicated an inch of water per week would
be required. Palmer asked about the Fire Department water hoses. Barrett said
he would ask the Chief. Harrigan will check with Cianbro. )efF Stanferd did
� arrive at the meeting. He stressed that Bass Park has been a great resource for
the Club. Barrett said that perhaps the City could prevail upon Penn National for
use of their water truck.
� 7. Presentation of Draft Municipal Cultural Plan
' Palmer asked for a motion to table this item to the next regular meeting of
the Business and Economic Development Committee. A motion was made and
' seconded.
