Members Present:
Councilor Palmer, Arthur Stockus, Jerry Hughes, John Hanson, Bill Shook, Bill Phillips
Richard Stockford. Guests- Councilor Vardamis.
Call To Order:
Councilor Palmer called the meeting to order at 6:05 PM.
Minute Approval:
A motion to accept the minutes of the June 29, 1999 meeting as written was presented by
John Hanson and seconded by BiII PhiIIips. The minutes were accepted as written and
will be placed on file.
Recycling Reports:
Arthur Stockus explained that the software proaram that was used for the report had
� been changed recently. The new software pro�am should.make the report easier to read
and will eliminate some of the unnecessary items that were seen on previous reports.
Arthur further esplained that recyclin� revenues received during the month of June
totaled $12,000 and that yearly revenues were over budQeted predictions by �18,000.
Arthur will be approaching the council to put portions of the $18,000 in a maintenance
reserve account. The recycling building is approximately 30 years old and some of the
excess revenue money should be used for needed repairs on walls and other areas.
Avoided costs total $83,000 for the year. Recycling revenues from materials sold and
processing fees total $94,121. Operation costs for the year are $176,643. The processing
portion of the operation is paying for itself. Bill Shook asked if the processing center was
stilI using the originaI recycling equipment that was purchased during the grant round of
1994. Arthur Stockus responded by saying that all of the original equipment was still be
used with the eYception of the glass crusher. A new glass crusher has been purchased
since 1994 and has been used to make glass into a cullet material that is used in
construction projects. Bill Phillips suggested that the report that is presented to the
committee shouId reflect credits received for using the g1ass. Arthur Stockus mentioned
that the glass could be credited at$12.50 per ton. This figure would represent the cost of
crush stone that would be used in the projects if the glass were not available.
Recycling Poster Competition:
� This item was referred to the next agenda. John Hanson, Cathy Guerin and Jerry
Hughes will be reporting on this item at the next meeting.
• Hazardous Waste:
Arthur Stockus reported that he and Jerry Huahes will be meeting with Victoria Justus
on August 10, 1999 to discuss preparations for the Hazardous Waste event. The
Hazardous Waste coIlection day is scheduled for October 9, 1999 this year and the same
contractor that was used last year, (AETS) will be used this year. A complete report and
a draft of the flyer will be presented at the next recycling meeting. John Hanson
mentioned that October 9�` is during the Columbus Day weekend. This may present some
problems. Arthur Stockus responded by saying that we were Iocked into that date because
of transportation requirements with the University of Maine. Councilor Palmer su�gested
that some type of certificate could be developed for those residents who participate in the
hazardous waste program. Other items surfaced included awarding T-shirts to residents.
Dick Stockford mentioned that he would put toQether a couple of designs for the T-shirts
and would report back to the committee at a future date.
Spring Cleanup Statistics:
Arthur Stockus passed out a report on Sprina Cleanup for 1999. The report consisted
of four parts, tipping fees, Industrial Meta1 tonnaae, Public Worics Labor and Equipment
and Brush Collection and Disposai. v
203 tons were sent to Sawyers at a cost of$21,�41. Industrial Metals received 97 tons
of white �oods with no revenues returned due to depressed metal markets. Public Works
• labor and equipment totaled $11,06�. This fiaure reflected white good pickup at curbside
and crew and equipment costs for unladina materials from residents durina four
weekends in the month of May. Brush collection and disposal costs have yet to be totaled
due to the fact that there have been recent storms that have caused and increase in trees
and brush. This material will be chipped at a later date and figures should be available.
Arthur Stockus concluded by saying that Spring Cleanup was a joint effort this year
between several departments including code enforcement. Costs for collection have gone
down dramatically from several years ago.
Public Service Announcements:
Gouncil_or Vardamis repor.ted that sr�ha�.:Zade contact with��'� I'arnum of`VLBZ
TV. Channel2 has agreed to develop a Public Service Announcement regarding
recycling. Other TV stations may also be available for this project. Councilor Vardamis
mentioned that Bangor Beautiful would play an important part in the development of the
announcements. A meeting was scheduled for Wednesday July 28`h at 3:40 PM with John
Hanson, Judy Vardamis, Jerry Hughes and Arthur Stockus at Public Works to brainstorm
ideas for developing a PSA. Ideas that could be discussed may be where the recycling
center is located, what impact recycling has on the tax rate, and how to prepare
recyclables.
