Recycling Reports: Arthur Stockus provided committee members with an update on recycling. Jim Tyler expressed his concern abaut possibly being aver budget for this fiscal year. Arthur supplied documentatian from.the pentamatian system and explained that there was enough money to carry us thraugh until 3uly l, 1996. Several camments surfaced about the current reporting system.Councilor Sullivan mentioned that the recycling graphs that are bein� presented at the meetzngs are helpful. He su�gested that we show some sort of comparison frc�rr� year to year verses just one month's � statistics. Councilor Blanchette sugaested that we increase our advertising efforts regarding textiles. Her concern is that many citizens are nat aware af the te�ile recycling program.Arthur Stockus mentioned that the specs for bidding out the curbside coilection of recyclables Y�ad been prepared a.r�d were delivered to Purchasin�. Undedr these specs the private contractor would deliver all collected recyclables to the City Processing Center. Recycling Committee Structure/Ordinance: Jim.Ring provided the committee with a brief history ofthe Recycling Commuttee and explained that a recent review of the c�rdinances had revealed that the Recycling Cammittee had never been of�cially established. Jim passed out a draft copy of an. amen.dment to the ordinar.ces that will address this issue. Section 20.6-Recyclin�Advisory Committee has been referred to the Municipal Operations Committee. It was suggested that a meznber of Bangor Beautiful be inc�uded as sez�ving as an ex-offcio member and that the Recycling Ga�xmittee may be best served by addressing all solid waste issues verses just those items that pertain to recycling. Spring Cleanup: Arthur Stockus passed out a report that detailed the findings of a sub committee that had recently met tc� discuss the problezz3.s assaciated with this year's Spring Cl�anup. The repc�rt findiugs�rill be referred ta Municipal Opexations for review and appropriate steps will be taken to resolve � problems. - � Used Oil Recycling: • Arthur Stockus provided members with copies of H.P. 1178- L.D. 1610, an act to enhance used oil recycling capabilities. This public la�v was approved on March 25, 1996 and explains the requirements for used oil recyclin� centers.
