Future meetings at 5: 30 PM an the second Wednesday of the rnonth - Chairman Franke7.. � HARNESS RACTNG Stalls - Dyer discussed new stall rental agreements highligh�ing the fact that it is a stall rental palicy and limits the use of electrical appliances . Purse Account Overpayment - Cantract with M.H.H.A. allows anly $7, 500 �o be recovered. We are asking M.H.H.A. � for relief f�am c.on�rac�ual stipulations. Clendenninct letter - Doug Clendenning zead a let�er dated December 14, 1992, suggesting .a pzivate group running �he Bangor Raceway with the City being responsible for all expenses, e�c. _ Included in t�e Ie�ter was a draft of a 1993 budget as proposed by Mr . Clendenning (copy attached) . Gouncilor Frankel asktd Mr . Clendenning about insurance coverages fox t'nan profit" management graup and the use of mechanical equiptnent by non-ci�y employees . Mr . Clendenning said tha� the city would assume responsibility. :; " Councilor Bragg exp�essed concern over the proposal becau�e = of the lack of ��distance" between �he City and the manac3ement ; �earn. Councilor Soucy was concerned with the employee-nnn-ernployee �tatus of the management team. He saifl the ideal situatian would be an independent �anagement con�rac�. Arthur Tzlley sugge�ted tha� what was needed was an Advisory Committee far harne�s racing. He called for a review of �he Bass Park financial sta�ements. BANGOR CHAMBER OF GClMMERCE Dyer requested permission to enroll the Bass Park Complex in the Chamber . He stressed the r�eed fc�r a goad close working rela�ionship wi�h the Bangnr business communi�y. City Manager said the Ca.ty of Bangor is not a meinber now. Counci].or Frankel suggested that since the Cham�er building is on city land and not paying a Iease fee that we shnuld �wap membership fc�r 3ease fee. �- B.ANGOR STATE FAIR Dyer revealed that pursuan� to a conversation with Gene Dean of Fies�.a Shows, Pat Mulcahy and Uptown Fes�ivals were na longer the vendor o� record as con�rac�Gor for a midway at the Banqor State Fair. I7yer snggested �hat the City enter into a one-year ag�eement with Fiesta Shows far the 1993 fair and pu� out a "RFP" for a midway contractor for 1994 - 1998 (copy of inema enclosed) . Counciloac Soucy moved that the suggestions in the memo be adopted. The Commi�tee agreed unanimausly. - _ STAFF REORGANIZATION Dyer pointed out that ��he �ull-time staff is now down to six. He suggested a modest rec�rganization and restructuring to allow far more �pecific respon�ibilities for exis�ing sta�f and would like to add the posi�ion for fair manauer, �� A discussion abcaut the use of �he grounds for horse shows, etc. , ensued. "Fiesta Shows" and Eugene I7ean were aFways known to piay a role in the "Uptawn" show pravided by Pat Mulcahy in past years--so the increased presence af ---�� "Fie�ta Shaw" rides, games ancl personnel in 1992 did not necessarily seem out o�' the ordinary. 1 am, however, concerned that the agreement we ara currantly operating under is technically null and void . I w311 defer to the �udgment of the Legal Department an this, but I wauid suggest that the best interests of the Bangor atate Fair and the City of' Bangar wilt he served by the �'atlowing stsps being taken: . i . Enter into a ane-year agreement with "F'issta Shows" fashioned a�ter the current "Uptown" a�reement to aover the 1993 �air, { I believe it is too iate and not in the fair' s best intere�t to seek a new carnivat for ' 93) . 2. Begin now to put together an "FtFP" for a carnivai operator for 1994 thru 1998 so that we 'can entertain praposals �ram aperators who have had a chance to see the 1993 fair in action. Please do nat construe my cancern over "contracts° to imply that we ara neoessarily unhappy with "Fiesta Shows" 1992 product--we are not! Nowever, I fesl that there are some basic problems with the current agreement and that opening up the bid process at this time a�'�fords us ar� excellent � oppartunity to benefit from a competitive situation.
