Recycling Workshop Minutes
July 14,2011

Call Meeting to Order:
Geoff Gratwick called the meeting to order at 4:31 PM. Agenda and minutes from previous
meeting were approved.
Geoff explained that Dana Wardwell had recently prepared a draft change to the recycling
ordinance that had been recently reviewed, and reminded committee inembers that the recycling
committee is an advisory committee. Nick Bearce mentioned that if the council rejects some of
the suggestions provided by the recycling committee, that an explanation for the rejection should
be provided.
Single Stream, Pay as you throw Review/Dana Wardwell
. Dana Wardwell explained that several weeks ago, he presented a budget including bag fees tl�at
started at $1.00 for a large bag and $.SO for a small bag. Prices increased $.25 per year until
2017. Dana then provided a budget estimate that will be presented on July 19`�, to the TIC
Committee that provided details for bag prices at $1.00 & $.50, $1.50 and $.75 and $2.00 and
$1.00. Some extra details were also provided. For example, a single stream pay as you throw
program with a cost of$2.00 for a large bag and$1.00 for a small bag would require a general
fund appropriation of about $225,000 or a bag increase in FY 17. Dana continued by reporting
that an RFP had recently gone out for education and promotion for single stream and pay as you
throw and that the contract price that Pine Tree offered in May of 2010 for contractual pickup of
recyclables will still be honored. Dana also talked about some changes in the ordinance including
a weight limit on bags. Nick Bearce asked if the price of the bags will be in the ordinance and
Dana replied that the prices will not be in the ordinance but can be changed by council order.
The committee then discussed the appropriate bag cost. The consensus of the committee is that
bag costs should be $2.00 per bag. This would give people the incentive to recycle and would
keep the program with no bag increase until FY 17. Nick Bearce asked if the cost of Spring
Cleanup and Universal Waste Collection was included in the bag cost and Dana replied that it
was not included. Nick suggested that the price of the bags should cover all costs including
spring cleanup and the fall hazardous waste collection.
The next topic the committee discussed was a confirmation of the startup date for single stream
and pay as you throw. Everyone agreed that the date should be January 1, 2012. Tires were also
mentioned and Dana suggested that a sticker be sold to cover tires. This sticker would wrap itself
� around the tire and would stick to itself. The sticker would cost the same as a bag. The thickness
��- of the bag was also mentioned and Dana mentioned that he would bring examples of the bag to
the TIC Committee on July 19t�'. The bags would be 1.5 mills & 1.7 mills.
In closing the penalty from PERC for not reaching annual GAT requirements was discussed. It is
a reality. PERC is receiving funds from communities for not reaching their annual GAT
requirements.
