BUSINESS & ECONOMIC DEVELOPMENT COMMITTEE
Monday, August 15, 2022, City Council Chambers and via Zoom
Committee Members Present: Committee Chair Schaefer, Hawes, Leonard, Sprague,
Additional Councilors Present: Fournier, Yacoubagha
City Staff Present: Bolduc, Collins, Emery, Laurie, Theriault
Committee Chair Schaefer called the meeting to order at 6:41 P.M.
MEETING MINUTES
1. Davis Brook Tank Art Recommendation from Commission on Cultural Development
a. Action requested - approval of Commission on Cultural Development
recommendation to award the Davis Brook Stack art commission to Steven Francis
Hooke.
Councilor Sprague moved approval of Commission on Cultural Development recommendation
to award the Davis Brook Stack art commission to Steven Francis Hooke, seconded by
Councilor Leonard. Vote unless doubted, no doubt.
b. Action requested – authorize the City Manager to accept and appropriate the
donation from S.E. MacMillan for $10,000 for the art commission.
Councilor Sprague moved to authorize the City Manager to accept and appropriate the donation
from S.E. MacMillan for $10,000 for the art commission, seconded by Councilor Leonard. Vote
unless doubted, no doubt.
2. Conversion to Diagonal Parking on a Portion of Park Street
a. Action requested – recommendation from the committee regarding the conversion of
parallel parking on a portion of Park Street to diagonal parking, creating a net of 4
new parking spaces.
Councilor Sprague has concerns about this plan, as he did about the original. Councilor
Leonard felt it wasn’t worth it. City Engineer Theriault noted it’s just paint, and if it doesn’t work
well it’s easy to undo it. Councilors Fournier and Schaefer said they were ok with the idea.
Councilor Leonard wants to continue the larger discussion with the parking committee about the
overall downtown parking plan, including enforcement. Councilor Hawes moved approval of
staff recommendation to approve the plan, seconded by Councilor Leonard. Votes: Hawes: yes,
Sprague: no, Leonard: yes, Schaefer: yes. 3-1, motion has passage.
3. Community Development Block Grant Homeownership Assistance Grant 2022
Modifications
a. Action requested – approval of staff recommendation to
increase the maximum grant amount for both programs to
$10,000 to facilitate homeownership for income qualified
individuals and families looking to purchase a home in Bangor.
Councilor Sprague asked how much money was in the
allocation for this program for the year. Approximately $200,000, but we can move more money
into that “bucket” as we receive program income and also from past year allocations that are
unspent.
Councilor Hawes moves approval of staff recommendation to increase the maximum grant
amount for both programs to $10,000 to facilitate homeownership for income qualified
individuals and families looking to purchase a home in Bangor, seconded by Councilor Leonard.
Vote unless doubted, no doubt.
Councilor Hawes motioned to move into Executive Session at 7:02 P.M., seconded by Councilor
Leonard. Vote unless doubted, no doubt.
