MEETING MINUTES 1. Accept and Appropriate Funds for Bangor Commercial Kitchen Incubator (Council Resolve) a. Action requested: approval of staff recommendation to authorize city manager to accept and appropriate funds. Item will move to the City Council on August 8, 2022. Councilor Sprague requested follow up on the survey before spending the grant funds. Councilor Hawes moved approval of staff recommendation, seconded by Councilor Tremble. Vote unless doubted, no doubt. 2. Affirm and Adopt the Public Art and Monuments Policy (Council Order) a. Action requested: approval of Commission on Cultural Development recommendation to affirm and adopt the 2016 policy as the current Public Art and Monuments Policy, with only the date updated. Item will move to the City Council on August 8, 2022. Action requested: approval of staff recommendation to solicit sponsorships for Bangor lighting installation at Park/State. Councilor Tremble would like a discussion of holiday lighting in general at some point in the future. Councilor Leonard noted brightness should consider the many residents nearby. Councilor Sprague noted Rotary may be a source of support. Councilor Tremble moved approval of staff recommendation to solicit sponsorships for Bangor lighting and installation at Park/State Streets, seconded by Councilor Leonard. Vote unless doubted, no doubt. 4. Hope for Homeless Grant Update a. Action requested: none, informational update only. $25,000 awarded at staff level to support their activities. 5. Additional CDBG Funding for Community Housing of Maine, 100 Ohio Street Rehab a. Action requested: approval of staff recommendation to approve funding and authorize development agreement. Item will move to the City Council on August 8, 2022. Councilor Sprague noted he would like to see an overall plan in terms of housing with funding available from CDBG, State, ARPA, and the County. Councilor Hawes moves approval of staff recommendation to approve funding and authorize development agreement. Item will move to the City Council on August 8, 2022, seconded by Councilor Sprague. Vote unless doubted, no doubt. 6. Residential Rehabilitation Loan – 206 Falvey Street – Map-Lot R42-224 a. Action requested: approval of staff recommendation to approve a Residential Rehabilitation Deferred Loan at 3% interest for a term of up 20 years in the amount of $35,828 to be secured by a third mortgage on the home located at 206 Falvey Street. Item will move to the City Council on August 8, 2022. Councilor Sprague moves approval of staff recommendation to modify original agreement.
