May immediately follow other committee meetings City Council Chambers and via Zoom MEETING MINUTES Councilors Present: Schaefer (c), Sprague, Yacoubagha (sitting in as voting member) Additional Councilors Present: Fournier, Davitt City Staff Present: Emery, Krieg, Laurie, Collette, Bolduc Guests: DBP board members Brian Hinrichs and Eric Mihan Chair Schaefer called the meeting to order at 5:27P.M. ______________________________________________________________________ 1. Downtown Sidewalk Sticker Request a. Action requested –approval of staff recommendation to approve DBP request. Councilor Sprague moves approval of DBP request; seconded by Councilor Yacoubagha. Vote unless doubted, no doubt. 2. Downtown Funding Discussion a. Action requested – consideration of DBP request. Emery provided intro and overview, Hinrichs discussed use of the funding. Councilor Sprague asked for more periodic status updates from DBP with BED (not just at budget time) and marketing meeting with DBP, Airport, etc. in the fall. Councilor Sprague moves approval of DBP workplan and budget; seconded by Councilor Yacoubagha. Vote unless doubted, no doubt. 3. Commercial Kitchen - Project Overview a. Action requested – none, discussion only. Emery provided intro and overview. Councilor Sprague noted the survey results are critical to see if we have the market to make it work, and connect with BAFS about their expertise and experience running a commercial kitchen. 4.Growth Boundary Discussion for Comprehensive Plan and general updates a. Action requested – none, discussion only. Krieg provided intro and overview, and led the Council through a discussion of the possible areas for the growth boundary. Collette presented a map showing a number of criteria overlaid onto the city including environmental factors, water and sewer service, etc. Councilors discussed the various criteria that can be used to determine the growth boundary, as well as the idea of creating a housing plan or goal, and looking at how that can be accomplished. Councilor Sprague also asked about the possibility of a zoning 101 presentation for the council/committee. This item will be subject to ongoing discussion. 5. Council Priorities a.
