In order to allow this, the allowances for the district required consideration as well. Additionally, the markers often found on historic buildings also needed to be addressed. This will allow a sign to be placed on the theater showcasing its original name, without taking away from other allowed signage. This is usual and normal to historic sign allowances; that is, to encourage original building name designations on historic buildings. Committee Action Committee: Business and Economic Development Meeting Date: May 17, 2022 Action: For: Against: Staff Comments & Approvals a'z� '/ ""? -� City Manager Introduced for: First Reading City Solicitor Finance Director 22-197 05/23/2022 CITY COUNCIL ORDINANCE Date: May 23, 2022 Assigned to Councilor: Tremble ORDINANCE, Amending Chapter 260 Signs to allow for wall electronic signs in the Waterfront Development District (WDD) and Historic District Sign Allowances WHEREAS, at present, there are regulations preventing wall electronic signs and historic building signs; WHEREAS, these types of signs are in keeping with usual signage for historic buildings and recreational uses; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT Chapter 260 of the Code of the City of Bangor is amended as follows: Article I General Provisions § 260-1 Definitions. For the purposes of interpreting this chapter, the following terms, phrases, words and their derivatives shall have the meanings given herein: CORNERSTONE A stone that forms the base of a corner of a building, joining two walls. CORNICE A horizontal decorative molding that crowns a building ELECTRONIC SIGN An on -premises freestanding or wall sign with text and/or graphics changeable by electronic signal. FACADE The face of a building HISTORIC BUILDING SIGN NAME A wall sign depicting the historic name of a building SOFFIT The underside of structure such as an arch, a balcony, or overhanging eaves. TRANSOM A window over a crosspiece to separate from the door below 22-197 05/23/2022 § 260-5 Signs exempt from permit. Permits are not required for the following signs: F. In an historic district, one nameplate sign per facade facing a street. Article II On -Premises Signs § 260-5 Signs exempt from permit. L. For entertainment and recreation uses in WDD, wall signs located inside the facility § 260-6 General standards and limitations. M. Historic Buildina Signs shall not count towards allowed sianaae if the followina conditions are met: (1) The sign is on a historic building as listed in �148-5 Historic Districts, historic sites, and historic landmarks designated (2) The sign is located in one of the following locations on the fa,a (a) The Upper facade area above the first floor (b) Above or inside the transom CO The cornerstone (3) Sian requirements shall be in relation to its location as outlined below: (a) Upper facade area above the first floor: fil Letterina shall be no wider than 75% of the width of the cornice, F21 Located below the upper cornice or soffit F31 Letter height shall be no more than 18 inches (b) Above or inside the transom or the cornerstone: fil Letterina_ shall be no wider than 75% of the width of the transom or cornerstone face, F21 Letter area shall be no more than 50% of the transom or cornerstone face § 260-7 District -specific standards and limitations. On -premises signs must meet the standards and limitations of the zoning district in which they are located as 22-197 05/23/2022 laid out herein. MELY BAD (2) Horizontal wall signs. (b) Maximum height: three feet, for signs placed on the third floor or below; four feet, for signs placed on the fourth floor; five feet, for signs placed on the fifth floor; and six feet, for signs placed on or above the sixth floor. Electronic wall signs, seven feet if placed on the second floor or above, 3 feet if placed below the second floor. (c) Horizontal wall signs shall be attached to and parallel to the building and shall not be painted directly on the surface of the building. Electronic wall signs may extend out from the wall for five feet. (e) No part of any wall sign may extend above the cornice. § 260-8 Electronic signs. A. Districts. Electronic signs are permitted in the GC & S, S & PS, USD, WDD, BPD, I & S and G & ISD Districts, and on a freestanding sign in a City right-of-way permitted under § 260-11B of this Code, provided they meet all applicable standards, including those standards applicable to all signs. Electronic signs located in a Government and Institutional Service District may only be located on major arterial streets as defined in § 165-13 of the Code of the City of Bangor. Electronic signs that are wall signs are only permitted in WDD for entertainment and recreational uses as defined in $165-13 and 5165-94.C.(3). In all other districts, electronic signs are prohibited. C. Size. The electronic changeable portion of a sign is limited to 50% of the sign area allowed, except in WDD, where the electronic changeable portion of a sign is limited to 80% of the sign area allowed. E. Setback. Electronic signs must be at least 300 feet from the nearest property line of any lot zoned Urban Residence 1 District, Urban Residence 2 District, Multifamily and Service, Low -Density Residential, High - Density Residential, or Rural Residence and Agricultural, except for electronic signs erected as follows: (2) On the following portions of streets, electronic signs must be located to the side of the primary structure facing that street: 22-197 05/23/2022 (c) Main Street, between the Bangor/Hampden town line and May Street, except for structures containing entertainment and recreational uses in WDD.
