May immediately follow other committee meetings City Council Chambers and via Zoom Meeting Minutes Councilors Present: Schaefer (c), Hawes, Sprague Additional Councilors Present: Fournier, Yacoubagha City Staff Present: Collette, Collins, Emery, Krieg, Laurie, Pelletier, Wallace Guests Present: Keri Ouellette, Berry Dunn (comp plan consulting team) Chair Schaefer called the meeting to order at 5:38 P.M. 1. Comprehensive Plan – Phase 1: Inventory and Analysis a. Action requested – No action required, opportunity to review work to date. Visioning sessions April 26 and 27. Keri Ouellette presented an overview, reviewed the process to date, and other local, regional, and state plans they are working to align with. Key findings were presented from the Inventory and Analysis chapter. Sprague – population in city vs region, daytime vs nighttime population, challenges/opportunities – growing jobs and businesses, do revenue and expense figures include grants. Ouellette will follow up on those items. 2. Amending Chapter 116, Fire Prevention, to Allow for Automatic Updating of the National Fire Protection Code a. Action requested – Approval of staff recommendation to forward the ordinance change to the City Council for first reading. Councilor Sprague moves approval of staff recommendation, amended to delete the provision about omitting sprinklers from emergency fire, rescue or ambulance services in Chapter 13, Section 3.2.3, and to forward the ordinance change to the City Council for first reading, seconded by Councilor Hawes. Vote unless doubted, no doubt. 3. Amending Chapter 211, Plumbing Code, to Allow for Automatic Updating of the Uniform Plumbing Code a. Action requested – Approval of staff recommendation to forward the ordinance change to the City Council for first reading. Councilor Hawes moves approval of staff recommendation to forward the ordinance change to the City Council for first reading, seconded by Councilor Sprague. Vote unless doubted, no doubt. 4. Amending Chapter 120-13, Floodplain Management, Word Usage; Definitions, to Allow for the City’s Engineer, Planning Officer, and Director of Code Enforcement to Deem a Variance Appropriate a. Action requested –Approval of staff recommendation to forward the ordinance change to the City Council for first reading. b. Emery gave overview. Vern Leeman shared some questions and concerns. Councilor Hawes moves approval of staff recommendation to forward the ordinance change to the City Council for first reading, seconded by Councilor Sprague. Vote unless doubted, no doubt. 5. Council Priorities Monthly Updates a. ED – information campaign by target audience – estimate draft by 5/13/22 b. ED – investigate strategies for redevelopment of Bangor Mall – continued conversations about development opportunities, and requested engagement in comprehensive plan process c. Housing – research legal issues/ability to escalate actions for vacant/placarded properties - LD 1694 update – passed to be enacted by House and Senate (4/13/22). Staff will work on comparing the bill with the Council goals and report back on how we can proceed. 6.
