DEFINITION
This is responsible adadnistrative work in directing and coordinating
the personnel program Tor the City.
An evployee in this class is responsible Por administering the central
personnel program to provide conpetert city esployses and to promote desirable
and adequate conditions of employm o t. Work involves alainistering the tech-
nical pluses of selection and plecesent, classification and gay plan, personnel
records, esployee benefits, in-service training, safety and physical fitness
programa, and public relations. Work is carried or with considerable independ-
ence but is subject W executive direction and review and to conformance with
established personnel policies. Iamediate supervision is exercised over a
clerical assistant.

Directs and participates in recruitment, examiautdone, in-service training,
position classification, pay and fringe benefits, safety and physical fitness
programs, per£onnance rating, and record-keeping processes.
Meets with departmental representatives, city employess, job applicants,
and the general public, and discusses problens relative to personnel policy and
administration.
Conducts studies to evaluate city pay and employee benefit plans, and
personnel policies, and reports on findinge.
Participates in the solution of employee grievances and in the solution
of disputes arising out of personnel actions.
Prepares staff studies on subjects assigned by the City Manager and
prepares and edits materials for publication.
Performs related work as required.
RFQUIRKD KNO;A,EDGES, SKILLS, AND ABILITIES
Thorough knowledge of the principled and practices of personnel adminis-
tration and the techniques employed in this £field.
Working knowledge of the asential characteristics, and educational and
training requirements of various groups.
Ability to analyse a variety of personnel and unagament problems and make
re namndatiors for their solution, and to prepare working procedures.
Co Ability to present facts effectively, orally or in writing.
Ability to establish and maintain effective working relationships with
department heads, employees, job applicants and the general public.
DESIRABLE EAPERIENCE AND TRAINING
Considerable experience in a responsible capacity in personnel and public
administration, preferably in a municipality and graduation from a four year
college or university with specialisation in tusinese aAninistration, public
administration or personnel mannementl or any equivalent combination of
experience and training.
