RULES AND REGULATIONS The great increase in the number of people using boats and a steady increase in water traffic, make it necessary to encourage safe seamanship and good manners on the water. In order for all to enjoy this recreation, the following regulations are being adopted by the City of Bangor: 1. No person shall operate any motor boat or vessel In Bangor Harbor, in a reckless or negligent manner so as to endanger the life, limb, or property of any person. 2. Moorings for visiting vessels shall be assigned by the Harbor Master. Permission to lie alongside the City Dock overnight must be obtained from him for each night's stay. 3. The Municipal Dock is maintained primarily for visiting vessels. No untended craft shall lie there longer than one hour. No terriers or other objects shall be hauled out on the float. 4. All types of watercraft, boats and vessels operating within any maintained channel, mooring areas or within 100 yards of any dock, shall maintain a speed of not more than 5 knots per hour. 5. No watercraft shall be operated in the harbor so as to cause annoyance, disturbance or inconvenience to the public. 6. Whenever a vessel arrives at the port of Bangor having on board, any person afflicted with a contagious disease, the master, commander or pilot thereof, shall immediately notify the local health officer. J. The Harbor Master shall assign and indicate to the master or owner of boats and vessels the location which they may occupy with or for mooring purposes, the kind of mooring to be used, and shall change the location of said moorings from time to time when the crowded condition of such harbor or other conditions render such change desirable; he shall assign mooring privileges In such waters in all cases where individuals who own the share rights or have an interest in the same are complainants, and shall locate suitable mooring privileges therefore for boats and vessels, temporarily or permanently as the case may be, fronting their land, H so requested, but not thereby to encroach upon the: natural channel, or channels established by said Harbor Master and approved by the City Council all as provided by the Revised Statutes of Maine. B. In case of the neglect or refusal of the master or owner of any boat or vessel to remove this mooring or to replace it by one of different character, when so directed by the Harbor Master, said Harbor Master shall cause said mooring to be removed, or shall make such change in the character thereof, as provided by the Revised Statutes of Maine. 9. The Harbor Master shall, upon complaint to him by the master, owner or agent of any vessel, cause any other vessel or vessels obstructing the free movement or safe anchorage of such vessel to remove to a position to be designated by him, and to cause, within the channel lines established as provided by law, to remove to such anchorage as.he may designate. 811: as provided by the Revised Statutes of Maine. 10. No person or vessel shall dump or dispose of any refuse or garbage upon the shore of Bangor Harbor, at high or low water mark or upon the waters within the boundaries thereof. 11. No vessel shall deposit, throw, sweep or cause to be deposited or swept into the waters of Bangor Harbor or into the waters adjacent thereto, any gas, oil or bilge water containing same, ashes, dirt, stones, gravel, and logs, planks or any other substance tending to obstruct the navigation of said Harbor or waters adjacent thereto or to shoal depth of said Harbor or pollute the waters thereof. 12. No person shall fail to observe any lawful order of the Harbor Master with reference to the navigation and disposal of his watercraft within the limits of the harbor. Any person who shall obstruct or hinder the Harbor Master in the lawful performance of his duties shall forfeit and pay for each offense a sum not less than $10. nor more than $20, to be recovered on complaint by the Harbor Master before the Bangor Municipal Court. The Harbor Master may arrest and deliver to the Police Department on shore any person committing an assault upon him or another person acting under his authority, as provided by the Revised Statutes of Maine. 13. The Harbor Master is hereby authorized, and it shall be his duty to remove or cause to be removed any vessel or boat from any wharf in port of Bangor when so requested by the owner of said wharf; and whenever he shall deem It necessary he shall remove or cause to be removed any vessel lying in tier; and if any vessel, boat or raft shall anchor or lie contrary to any ordinance, rule or regulation, said Harbor Master shall forthwith give notice to the owner or master thereof, or the person having the care of same, to remove the same; and if the said notice be not complied with, without delay, the Harbor Master shall make or cause said removal, at the expense of said vessel, boat or raft. 14. It shall be the duty of the Harbor Master to enforce all of the provisions of this ordinance, and of all lawfully promulgated rules and regulations pertaining to the harbor and waterfront of the City of Bangor, and watercraft, by causing the person or persons offending, to be prosecuted, for the penalty or penalties incurred, immediately upon the violation of any of the provisions of said ordinance, rules or regulations. 15. No person shall permit the abandonment of any boat, raft, float or wharf or permit same to become derelict upon the shores of Bangor Harbor. 16. No person shall place or allow to anchor or lie, any steamer, vessel, boat or their craft in any position in Bangor Harbor prohibited by any ordinance, rule or regulation. 17. The moorings placed by City of Bangor In the Bangor Harbor shall not be used for a period longer than 12 hours by any boat or vessel, except by permission of the Harbor Master. 18. No person shall permit any dock, pier, wharf or landing strip to fall into disrepair or dangerous condition. The Municipal Officials shall, upon request, cause such conditions to be abated as a nuisance, If net corrected within a reasonable period. 19. The boundaries of the Bangor Harbor are as follows: Harbor of Bangor shall include, and Harbor Master shall be vested with jurisdiction over the entire harbor and tidal waters within the limits of the City of Bangor. In addition to the State of Maine Laws in Vol. 3, Chapter 98, Sections 1-6 (Revised Statutes of 1964, Chapter 86 Sec. 1-6), the preceding port regulations shall apply to Bangor Harbor, Maine.
