FOR COMMUNITY IMPROVEMENT

evaluating its accomplishments and deciding on new goals for the coming years. This is an important process
—publicize it se a means of building community understanding and support for community improvement
objective¢. Prepare a Declaration of Policy statement to be Issoai by the chief executive officer and
governing body to the people of thenity. The statement should identify and summarize (1) signifi-
cant achievements during the past year(2) changesrevisions

and (3) major goals which are set for attainment during thecoming year.

The beat possible reuse of Dow Air Force Use, stated for deactivation in 1968,
is of prime consideration at this point in the City'a developments for the closing of
Corr will deeply affect the reouomic and social life of Senor and surrounding coomr
nitiu. The Dow area, requiring substantial analysis, will be of tremendous impei
tawe to the City in the achievement of its Vales with carefully planned developmeat
replacing the economic loss of the military, installation.
