Councilman 44$ PUBLIC HOUSING AUTHORITY EXECHTIVO DIRECTOR DEFINITION This is advanced technical and administrative work in the supervision and coordination of the public housing project. The employee in this class is responsible for the formulation, imple- mentation, modification, and improvement of the public housing program of the City of Bangor, subject to the approval of the Bangor PuSlic Housing Authority. Me responsibilities of this position are such that a thorough familiarity with public housing principles and procedures combined with tae ability to supervise large-scale administrative responsibilities are essential. the work further requires professional competence in professional fields such an engineering, planning, or law. The incumbent is responsible for interpreting public housing policies and the work requires the application of initiative and independ not judgment within the framework of those established policies. very general supervision is received from the Public Housing Authority and work is reviewed for the extent to which it contributes to the fulfillment of the Public Housing Authority goals and objectives. EXAMPLES OF WORK PERPOMD (Any one position may not include all of the duties listed, nor do the listed examplea include all tasks which nay be found in positions of this class.) Supervises and participates in Compiling departmenpal budget, project financing, selection, retention, and training of personnel, in progress reports, property management, protection and maintenance of units, rental contras ta, and variety of reports to the Bangor Public Housing Authority, federal and regional agencies, and other bodies. Maintains continuing liaison and contact with federal officials in the regional office of the General Services Administration and with the Department of Housing and Urban Development concerning pros act activities. Conduct& a variety of administrative and technical teaks in co esti on with operating activities undertaken in cooperation with other city departments) saute in the development of budget proposals, rehabili-atton activities, and occupancy plana. Arranges for and personally participates in meetings dealing with public housing plana with various business, civic, and citizen committees. Performs related work as required. REQUIRED MOWLEDGES, SKILLS. AND ABILITIES Thorough knowledge of the objectives and standards of the public housing program including recent developments, current literature, and sources of information in the field. Considerable knowledge of the principles, practices, techniques, and appliances of modern office management. Working knowledge of the principles, objectives, and basic techniques of property management. Working knowledge of the law of contracts and of lava and judicial pre- cedents as they have affected public housing in recent years. Working knowledge of the principles, practices, and procedures of public administration. PUBLIC HOUSING AMORIEW ERECUTIVR DIRECTOR (Cont'd.) Ability to delegate authority and to plan and supervise the work of others in amanner conducive to full performance and high morale. Ability to conduct effective public relations in support of the public housing program. Ability to speak and write effectively, including ability to make effective appearances before public groups. DESIRABLE EXPERIENCE AND TRAINING Considerable experience in public housing programa or a closely related field Including expert encs In An administrative capacity! and graduation from an approved college or university with mayor course work in Economics, or Business Management. 048 C(SF ACCOUNTANT DEFINITION This is difficult sub -professional accounting work involving the appli- cation of cost accounting practices and principles. M employee in this class keeps a unto in which the transactions s require the a of considerable judgment in determining the method of dispo- sition. Workis carried on within the limits of an established accounting system and without immediate supervision. The amp lsyee '_ responsible for the independent application of coat accounting principles. Work also requires considerable attention to a wide variety of detail and employees of this class may serve as a final check onuus transactions. Work is reviewed by an administrator for adherencetorequirements and by analysis of coat reports submitted. Work may include the supervision of subordinate employees. Maintains coat records of various departmental projects. Maintains subsidiary ledgers and journals. Posts field reports to coat ledger in preparation of interdepartmental charged. Submits reports suitable for Data Processing. Performs related work as required. REOUSRED KNOWi.EDGES. SKILLS, AND ABILITIES Considerable knowledge of the application of double entry bookkeeping principles to accounting transactions. Considerable knowledge of office methods and procedures and the uses of standard office equipment. Working knowledge of governmental accounting methods. Ability to apply cost accounting principles in the maintenance of control records and the preparation of financial statements. Ability to prepare accurate and complete financial reports from accounting data. Ability to make arithmetical computations quickly and accurately. Ability to understand and carry out general oral and written instructions. Ability to establish and maintain effective working relationships with other employees. DESIRABLE EXPERIENCE AND TRAINING Experience in accounting and related vocal graduation from R standard high school supplemented by two year college level courses in accounting.
