TnT the list of tax Assessment upon the polls and estates in Bangor for all city taxes, the Dangor Recreation Center, together with all assessments and charges made under the provisions of the Maine Revised Statutes Annotated, Title 3D, Sec. 4451 to 4456 inclusive, and the City's due proportion of any State and County tax for the current year 1969, shall he committed by the Assessars to the Collector of Taxes on or before the eighteenth day of duly A.D., 1969, And Said taxes shall be due and payable on the eighteenth day of August A. D., 1969. Interest at the tate of nine percent per aaoum from the first of September A.D., 1969 shall be collected on all taxes not voluntarily paid to the Collector of Texas On or before October third A. In arriving at this rata I have contacted the throe commercial banks tool the three savings banks, The current interest rate for an unsealed loan is between seven and a half arcs eight per cent, therefore, it is mq feeling that if we are to collect a major portion of the delinquent teens we will read at least a one per cent highter rate than is now currently being charged at a banking instl4utiome Please findclosed a copy of the letter from the City Solicitor confirming that there are no coratione preventing the City Council free, increasing the present interest rate. Field City Treasurer City Hall Bangor, Maine Dear John: With regard t0 the question as t0 Whether Or not there i any restriction on the amount of interest Which may be charged on overdue municipal taxes, I find nothing in the Statutes or the laws and Ordinances of the City of Bangor which would prevent the City Council from passing an order raising the present amount of interest collected on unpaid taxes. The only provision in the Statutes which I find relative is Section 892 which reads as follows: 0892. INTEREST ON DELINQUENT STATE AND C00NTy TARES "Beginning with the first day of January, following the date on which state or county taxes e levied, interest at 1/28 per month or fraction thereof shall accrue on any unpaid balances that e then due. All provisions of law that relate to the collection of such taxes shall apply to the collection of interest on overdue taxes."
