TWT in accordance with Council Order 175-W the City Manager
be authorized to sign a contract on behalf of the City with Public Administra-
tion Service of Chicago for the purpose of conducting a comprehensive
position classification and pay study encompassing approximately 590
positions, to be completed by January 1, 1970, for a figure of $8,000.

CONTRACT
This agreement made and entered into this _ day of
19_, by and between the rice of Banner. Maine , hereinafter
designated as the Citv and Public administration Service of Chicago.
Illinois, hereinafter designated the Service, WITNESSETH:
That the Service hereby agrees to perform the following work in the prepa-
ration of position classification and pay plans for officers and employees of the
city
1, analyze all established positions with respect to their
duties, responsibilities, and qualification requirements.
2. Prepare, on the basis of the above analysis, class speci-
fications describing in some detail the nature and require-
ments of the work of each class of positions.
3. Assign each established position to the appropriate class
in the classification plan.
4. Server and study existing rates of pay and pay related
benefits of the positions classified, in private industry
in the general flaand in appropriate public jurisdic-
tions and, on the basis of the data collected, prepare a
comprehensive pay plan. The salary study would take into
consideration, in addition, the xequirments of each class
of positions, local financial rescurces
and policies and
such other special circumstances as my be relevant.

tion and continuing administration of the classification
and pay plate.
6. Prepare and submit a report setting forth the proposed pay
plan, summarizing the data and other factors considered In
its development, and presenting estimates of budget effects
of installing the pay plan.

no Service agrees to furnish the services outlined above for a son not to
exceed $ 8,000.00 assuming that not war 540 positions are included in the
study. Should the number of positions exceed 540 the foregoing estimate of
cost will be increased by $ 12.00 for each additional position included in the
survey. The Service agrees to furnAbashish each mcb invoices setting forth the member
of staff days devoted to the project, the per diem rates applicable to each staff
member, actual transportation and other direct project expenses incurred, and the
total amount due in connection with services rendered during the montb.
In consideration of the agreements on she part of the Service, the
City agrees to:
1. Arrange for employees and supervisors to complete position
descriptions on questionnaire forme which, with appropriate
instructions, will be furnished by the Sarvlce.
2. provide necessary local office apace, facilities, supplies,
and equipment for the Service's staff and assign such steno-
graphic and clerical assistance as may be necessary to the
expeditions and economical conduct of the project.
3. Arrange for full cooperation by local officials and employ-
, including access to such records and other information
needed by the Service to carry net the work set forth above,
and prompt decisions on matters affecting the progress of
the work.
4. Pay the Service, wlcbtn thirty days after submission of
monthly statements referred to above, anounte due for eery

Thank you for your letter of June 19, 1969, requesting a formal
proposal for the conduct of a comprehensive position classification and pay
-
study of the Bangorre
cipal service by Public Administration Service.
lbank you, too, for the listingofaprevailing class titles with their popu-
lation, pay rates, and pay step distribution. these materials were exceed-
ingly helpful.
As we understand your requirements, you wish to undertake a compre-
hensive review of the municipal position classification and pay plans which
ncompass approximately 540 positions (excluding 150 temporary employees).
It is Our further understanding that such a study should be completed prior
to January 1, 1970. Accordingly, I have taken the liberty of enclosing a
form contract, executed on behalf of Public Administration Service. This
doc sent pros ides for the usual arrangements attending the hype of study
that youcontemplate. If it i acceptable, will you kindly return one copy
which has been executed by an authorized municipal official.
Uponreipt of authorization, a will immediately send a supply of
questionnaire and instruction forms for distribution to municipal officials
and employees who are to be included in this study. Assuming the availability
of completed questionnaires by late August or early September, there should
be no difficulty in completing all phases of project work prior to January 1,
1970, and we will agree to do 50.

initial assistance in the personnel field to the City of Bangor dates back
to 1951. Hence it would be a matter of unique interest and privilege to be
permitted again to assist the City of Bangor In this worthwhile undertaking.
