I enclose a draft of an ordinance relating to the Citizen's
Advisory Committee. This has been suggested by the Committee itself,
reviewed by me, amended in accordance with my suggestions and is
ready to go on the agenda, I guess. I suppose to be consistent the Staff
Attorney should review it as to form.
1 think we also need an order which should read something
like this (maybe not to be put on the agenda until the ordinance is ready
for its final reading?):
"The membership of the Citizen's Advisory Committee
as established by Chapter y of Article I of the Ordinances
of the City of Bangor shall be the membership of the
Committee as it existed under Section 8, Article 11,
Chapter H. (now repealed)
"The by-laws of the Citizen's Advisory Committee as
established by Chapter 7 of Article I of the Ordinances
of the City of Bangor shall be the by-laws of the Committee
as they existed under Section 8, Article 11, Chapter II.

8 and substitute therefor the following
Citizens Advisory Committee. There is hereby established a Citizens
Advisory Committee on Municipal Programs which shall consist of 35 members
who shall be appointed by the city council.
1. Membership. Members shall be appointed annially to serve for a term
of three years and until a successor s duly appointed. Any vacancy
created on the Committee shall be filled by appointment by the City
Council for the remainder of the term.
2. Meetings. Regular meetings shall be held at least once each month
and special meetings may be called as provided far in the Hy -Laws
of the Citizens Advisory Committee.
3. 'B, Laws. The Hy -Laws of the Committee shall include provisions for
the election of a Chairman and such other officers as the Committee
deems necessary, the establishment of a quorum, the scheduling and
calling of regular and special meetings, and the procedures for the
holding of an annual meeting and the issuance of an annual report to
the City Council. The Hy -Laws may be adopted and amended by a
majority vote of the Committee, subject, however, to ratification
and approval by the City Council.
4. Functions. It shall be the function of this Committee:
4.1 To consider or study such matters of Municipal concern
as may be referred to the Committee by the City Council
r the City Administration, and to report the recommend-
ation of the Committee to the referring party within a
reasonable. period of time.

4.2 To consider or study any other matters concerning community
improvement for Bangor which may be brought to the attention
of the Committee by any citizen, and to report recommend-
ations to city officials if it is teemed appropriate by
majority vote of the committee.
4.3 To form sub -committees from time to time to examine matters
which may be referred to the Committee. Sub -committees
shall be appointed by the Chairman and their areas of
concern may include, but shall not be limited to, Community
Planning, Codes and Codes Enforcement, Urban Renewal and
Public Housing, Capital Improvements, and Industrial
Development.
4.4 To establish and maintain a permanent sub -committee
consisting of ] members appointed by the Chairman of the
Citizens Advisory Committee, known as the Welfare Advisory
Committee. So far as the composition of the Citizens
Advisory Committee will permit the Welfare Advisory
Committee will reflect a broad cross section of the com-
munity, including at least one client of the Bangor
Welfare Department and one citizen professionally
qualified in the areas of human re_ations and social
welfare.
4.4.1 E% -officio Member
The Director of the Welfare Department will
serve as an ex -officio member of the Welfare
Advisory Committee.
4.4.2 functions
It shall be the function of this sub -committee
to review the Welfare Policy Manual, to research
and develop recommendaticas for the Welfare
Director, to gain direct community input in its
research on welfare policies, to help ain. wel-
fare resources at problems specific to Bangor
residents, to recommend projects that will seek
to provide the Welfare Department with better
utilization of the total community resources,
and to review actions taien concerning these
recommendations.
The sub -committee will provide copies of its
recommendations to the,appropriate City officials
(City Welfare Director, City Manager, City
Council, etc., as the recommendation may war-
rant).
4.4.3 Meed
The Welfare Advisory Committee shall hold
regular meetings at least once each month.
