This is
responsible supervisory police work in directing a major phase of police
operations.
gftPlpyem are in Charge of all patrol activities on an assigned tour of duty or
in charge of traffic or detective were, requiring application of seasonei judgment
and pollee skill in meeting work problems and appraising effectiveness of police tech-
niques used. Rmployees personally participate in difficult police and investigative
problems, instruct subordinate officers In the -methods to be followed, and interpret
departmental policies and regulations. Supervision is received from the Chief of
Police and Police Captain, with wham employees confer on unusual problems, and who
review wurk through observation of results and evaluation of reports submitted.
Maintains an irregular patrol of the city in a police car
as a means
of
inspecting the work of sergeants and patrolman on duty; watches for and attempts to
prevent crime; apprehends violators and Criminals.
Resumes charge of police activities on the some in case of large fires, riots
or other major emergencies.
Prepares and supervises the preparation of necessary records and reports minting
to activities and reviews reports prepared and submitted by subordinates.
Supervises personnel assigned to traffic control, traffic law enforcement,
accident investigation and surveys; assists in planning for efficient handling of
traffic at events attended by large crowds.
Participates in and supervises the investigation of en m and gathering oP
evidence, interrogates suspects and witnesses. and brings casae to court with proper
evidence.
Insures that departmental orders and policies are promptly and efficiently
executed by members of his command and that laws of the State and ordinances of the
City are continually and diligently enforces.
Reviews periodically the performance records of members of hie command, taking
appropriate measures to improve any substandard performance noted and in the event
that action beyond the scope of his authority is required, he shall forward hie findings
in writing to hie immediate superior.

Thorough knowledge of the rules and regulations of the Police Department and
pertinent laws andl eminences.
Considerable knowledge of the approved principles, practices and procedures of
police work.

DESIRABLE EDWATION AND E%PERMCE
Considerable police experience including experience as a police sergeant, with
formal training courses in police methods; and graduation from a standard high school.

DEPINITIM
This is highly responsible superviaory and administrative work in police operations
and functions.
This employee ahall be the second highest ranking officer of the Police Department.
He shall have full, authority to command, direct and diseipins all members of subordi-
nate rank within the department. He shall be directly responsible to the Chief of
Police for the morale, discipline and welfare of all members of the department.
He shall seems full command of the department in the absence of the Chief. In
doing so, he shall represent the Chief at all formal occas_ons when the Chief cannot to
present.
He shall be responsible for executing all policies formulated by the Chief, and
shall constantly work toward promoting coordination, cooperation, and harmour within
the department and between it and other law enforcement agencies.
ILLUSTRATIVE EYMffLES oP WCHK
Assists the Chief in planning, organising, directing and coordinating overall
departmental activities, and in setting objectives and policies; guides the various
subordinate unite of the department toward these objectives.
Coordinates the activities of the various staff units so as to beet stilted the
abilities of used; determines and assigns all staff problems to the unite beat equipped
to handle than; oversees the developmmt antl solution of staff problems and sees that
only solutions with ways and means of carrying them out are returned to the Chief.
Reviews the solution of staff problems to make sure they do not conflict with problems

Evaluates periodically the performance of subordinate units of the department and

roPvides guidance for personnel doing the merit rating of department employees,
maintains complete records of the ratings made, and is responsible for the overall
operation of the departmental merit rating system.
Initiates periodic surveys of existing patrol boundaries and personnel distribution
for the purpose of determining if present assignments are adequate and efficient.
Supervises all sutecrdinate commissioned officers, seeing that their responsibilities
are carried out properly as outlined by department manual,
Reviews all requests for transfers, leaves of absence and demotions and makes
recommendations to the Chief which will be consistent with the beat interests of the
department.
Publishes and distributes all memoranda and departmental bulletins at the direction
of the Chief.
Handles correspondence dealing with departmental procedure and any other correspond-
ence which may be assigned by the Chief.
Assists with preparation of the department budget by determining the needs and
programa of the various subordinate unite of the department.
Performs related work as required.

Thorough knowledge of the ruled artl regulations of the Police Department and of
approved principles/ practices arca procedures in polka work.
Ability to plan, direct and coordinate the work of subordinate personnel and to deal
tactfully and effectively with them and with the general puhlic.
DESMASLE EDUCATION ANO EKPEEIENCE
Graduation from a standard higb school, supplemented by formal training coarsen in
Police supervision and administration, and considerahle police experience including
experience as a police sergeant and a police lieutenant.
