ORDERED,
TEAT the City Manager be authorized to negotiate the sale of a parcel
of land to Adams Realty Corporation for the purpose of development in
accordance with the Urban Renewal plan; said parcel abutting Short Street
previously conveyed to the City by the Urban Renewal Authority for street
purposes.
STATEMENT OF FACT: It has been determined since the conveyance to
the City that the land will not be required for
widening and improvements to Short Street. See City Engineer's report
attached.

SUBJECT: Proposed Traffic Flow, Short Street
Reference is made to the various discussions which have been
held on the proposed plan of traffic flaw on Short Street between
Union and Independent Street.
Short Street is presently one-way from Union Street to Independent
Street, having been built by the State Highway Commission at the
time of the construction of the Chamberlain Bridge. During the
iriginal planning of the Renduskeag Stream Urban Renewal Project,
t was suggested that Short Street be widened into a two-way street,
to permit traffic to reach Union Street from Independent Street.
The present right-of-way adjacent to Pickering Square is 60 feet,
which is adequate for two-way traffic; however, it would be necessary
to widen the portion of Short Street between Pickering Squareand
Union Street by approximately 30 feet. The Urban Renewal Plan has
provided for the widening, by reserving a strip along the southeasterly
side of Short Street, as shown on the Disposition Plan, Map 5,
Exhibit E.
During the TOPICS study however, the question of two-way traffic
on Short Street was discussed with representatives of State Highway
Commission and Wilbur Smith, the Consulting Engineer. It was the
general feeling that two-way traffic might not be advisable, since
it would result in a left hand turn across traffic for cars eaAtbonnd
on Independent Street. Also, the need for access to the Main Street
area from Pickering Square has been some what alleviated by the
widening of Water Street into a two-way roadway.
For this r it i suggested that the City abandon the idea
of two-way traffic on Short Street. The land which was to be
reserved for the right-of-way widening designated as Parcel R-1 0n
the above mentioned Disposition Plan could perhaps be sold to the
adjacent property owner from wham it was originally purchased by
the Urban Renewal Authority.

This will reduce the amount required for the improvement of
Short Street under the urban Renewal Program from $15,700.00 to
approximately $12,800.00. The money obtained from the sale of the
land might be used for the improvement of the existing street.
