DEFINITION
This is responsible, tecbndcal, financial, accounting and administrative
work involving all financial and hocounting aspects of the CcMMLvnity Development
psogrem as well as well as the maintainance of records and preparation of all
required statistioel and performance reports.
The employee in this class is responsible for the development and continuous
asintainance of financial accounts and controls designed to produce accurate
financial records and reports of the fiscal statue of all facets of the Co®unity
Development pmVea. This employee assists the Coraunity Development Director in
budget formation and execution, development and mainta nanca of the purchasing
system, end the preparation of varied financial and fiscal progress reports for
the Comassity Development Program. A major responsibility of this employee is to
administer the Community Development Department's property Nanagament program.
This employee also reviews and verifies all financial information involving
applicants for Community Development Program Property Rebabilitatioa LOana,
reviews and verifiea all financial information of persons, families, and businesses
displaced as a result of Community Development Program activities, and assists
in the determination of the smount of financial assistance available to applicants
and displacees under relocation and rehabilitation loan programs. Work is per-
formed under the general supervision of the Community Development Director-

execution; prepares all financial and budgetary reports.

for maintainance for all financial records which deal with property rentals;

Verified financial information provided by property rehabilitation loan
applicants.

as a result of Community Development program activities; analyzes financial date
and determines the amount of fimncial desistance the displaces is eligible to
receive; arranges for the disbursement of relocation financial desistance, main-
tains records of all relocation Payments. - -

reports for submission to the U.S. Department of Treasury.

DEFINITION
We is technical work involving the rahabilitatim of existing buildings in
Community Development Project "as$.
en employee is this class is responsible for assisting owners of private proper-
ties in obtaining financing and undertaking property rehabilitation necessary for
the property to conform to the requirements of the donning, Building, Plumbing,
Electrical and Fire Prevention Codes of the City of Bangor. The work involves in-
spection of the property with the assistance of a Housing Inspector to determine the
work necessary to meet Code requirements, preparing work write-ups for the work to
be done, preparing cost estimates, final specifications, assisting owners incontact-
ing suitable contractors, preparing contracts for the work to be done, inspection of
the rehabilitation work in progress, and arranging for and making payments to the
contractor. Work involves an exercise of iMependent judgement and developing plans
for the rehabilitation of structures and assisting the property owner in arranging
for the financing of the rehabilitation work. Work is performed under the general
supervision of the Director of Community Development.
ILIpSTRATNE EMPLES OF WORK
Works with individual private property owners, groups of owners, neighborhood
eomdittees, and other groups in an advisory capacity for the prmeotim and initiation
of neighborhood improvement programa.
Evaluates the various methods and materials used in structural rehabilitation,
advisee the property owner of the options available, and assists the property owner
in determining the materials and methods, to be used.
Developes and maintains knowledge of current methods, materials, and standards
used in the construction trade; developes and maintains current data on material and
labor costs.
prepares work write-ups and specifications for rehabilitation work to be included
in the construction contract; prepares accurate cost estimates of the rehabilitation

families, and businesses displaced by acquisition and demolition activities of the
Community pevelopment Program. Work Involves conducting studies of social and
economic conditions relative to families, Individuals, end businesaea located in
Community Development project areae. Work also involves the exercise of indepen-
dent judgment in developing methodology, interpreting data and making relocation
related decisions. Supervision may be exercised over certain technical assistants.
Work is performed under the general direction of the Go®nnitty Development Director.

Reviews Files, documents, and other media of Information to determine the
identity and current location of individuals, families and businesses being dis-
placed by Commwnity Development or other government activity.
Interviews families and neutron Informational statements relative to their
Basin eligibility for receiving relocation payments through Community Development
Block Grant funds, as well as general public housing and federal loan assistance
programs to purchase new or existing lames; explains informational statement forme
to families and enlists their cooperation end understanding.

n dwellings) also helps commercial occupants to relocate, which activity requires
bcmewhat more detailed instructions to and conferences with affected persona
ecause of the wide variety and nature of the businesses involved.
Prepares documents citing parcel and case numbers, numbers of structures,
number of dwelling in commercial units, and the specific occupation of each divid-
vel dwelling unit both In the geographic area and within multi -family dwellings.
Works closely with small business proprietors in the preparation of relocation
claims; facilitates payments to displaced business concerns.
Gives special attention to families and Individuals encountered who are
already receiving public Welfare assistance, aid for the aged, aid for dependent
children, or social security benefits. -
Maintains files and photographiclistings of sales properties available
to relocated families; maintains lists of available rental Agencies, and other
sources.
Perforce a variety of the less technical end intensive Social Work in attempt-
ing to promote acceptance of the Conrunity Development Program and to remove the
distastefulness of relocation to the people involved who are reluctant to leave
their old neighborhood homes and friends.

ranting and calling property.
Working knowledge of the general governmental welfare, social, and related

and sunsrvision of all activities of the City,a departments and agencies, including
the Urban Renewal Authority, for the purposes a planning and executing the City's
Com vanity Development Program. This employee Is responsible for the collection end.
analysis of data to serve as a basis for the fomatlon of the City Community Devslcp-
ment Program and is responsible for the formulation, implementation, modification,
and improvement of the Cooanunity Development Program subject to the approval of the
City Manager and City Council. The employee in this class also acts as advisor and
technical assistant to the Community Development Advisory Committee, the Planning
Board, the City Manager and the City Council. 9rpervisim is exercised over the Ccm-
munity Development Department Staff. its responsibilities of the position are such
that a thorough familiarity with the principles andproceduresoP community develop-
