MEETING MINUTES
BED Councilors Present: Fournier (C), Dubay, Schaefer, Sprague
Non-BED Councilors Present: Hawes
City Staff Present: Bolduc, Collins, Emery, Laurie
Guests Present: Dougherty, Moriarity
Chair Fournier called the meeting to order at 6:21 P.M.
1. Working Communities Challenge – Accept and Appropriate Design Grant
Funding and Apply for Implementation Grant Funding
a. Action Requested: Approval of staff recommendation to authorize
acceptance of design grant funding.
b. Action Requested: Approval of staff recommendation to authorize application
for implementation funding.
Councilor Schaefer moved approval of staff recommendation to authorize
acceptance of design grant funding, seconded by Councilor Sprague. Roll call
vote: Dubay yes, Schaefer yes, Sprague yes, Fournier yes, 4-0 motion has
passage.
Councilor Schaefer moved approval of staff recommendation to authorize
application for implementation funding, seconded by Councilor Sprague. Roll call
vote: Dubay yes, Schaefer yes, Sprague yes, Fournier yes, 4-0 motion has
passage.
2. Commission on Cultural Development Recommendation for Hopeful –
Public Art and Monument Policy
a. Action Requested: Approval of CCD recommendation to accept detailed
design for Hopeful public art.
Emery provided an introduction and Jesse Moriarity from United Way of Eastern
Maine provided further detail.
Councilor Schaefermovedapproval of CCD
recommendation to accept detailed design for Hopeful
public art, seconded by Councilor Sprague. Roll call vote:
Dubay yes, Schaefer yes, Sprague yes, Fournier yes, 4-0
motion has passage.
3. Bangor Farmers’ Market Association - Winter Market Location
a. Action Requested: Approval of staff recommendation for a lease with
Bangor Farmers’ Market Association for winter market in Abbott Square.
Councilor Schaefer moves approval of staff recommendation for a lease with
Bangor Farmer’s Market Association for winter market in Abbott Square,
seconded by Councilor Sprague. Councilor Sprague offers suggestion to use the
$200 fee proposed as a donation to a Bangor area food related charity, rather
than to the City. Roll call vote: Dubay yes, Schaefer yes, Sprague yes, Fournier
yes, 4-0 motion has passage.
4. Economic Development Strategic Plan Update
Emery provided an update, no action necessary, informational update only.
5. Broadband Update
Emery provided an update, no action necessary, informational update only.
Councilor Schaefer moved to enter into Executive Session at 6:48 P.M., seconded by
Councilor Sprague. Roll call vote: Dubay yes, Schaefer yes, Sprague yes,
Fournier yes, 4-0 motion has passage.
