COMMISSION ON CULTURAL DEVELOPMENT
Friday, September 3, 2021 – 0830 hrs.
City Hall, Council Chambers
MEETING MINUTES
Commissioners Present: Bragg (Chair), Filipiak (Vice-Chair), Greenlaw, McDade,
McGill, Melea, Okafor, Rieley, Smith, Stockwell
Staff Present: Bickford, Emery, Krieg
Chair Bragg called the meeting to order at 8:30 A.M.

1) Welcome
2) July 2, 2021 meeting minutes - Commissioner Stockwell moved approval of the July
2, 2021 meeting minutes, seconded by Commissioner Smith.
3) Report of Chair – No Report
4) Report of Staff
a) Financial Status - $15,003.62 available for FY22
b) Artober intends to use up to $1,500 for their expenses, leaving $13,503.62 for the
November 2021 and May 2022 grant rounds.
c) Bangor Community Theatre Grant (December 2020) – they still intend to produce
live show this fall, will update as necessary. If they do not do something by
December 2021 their funds may need to be returned.
5) Committee Reports
a) Grant Committee – Changes for May 2022 Cycle (effective beginning of 2022)
i)Action requested: vote on committee recommendation to make noted
changes to the grant application process
Committee discussed proposed changes. Commissioner
McDade moved approval, seconded by Commissioner
Stockwell, vote unless doubted, motion has passage.
b) Cultural Asset Committee -Sidewalk adjacent sign for Paul Bunyan working on
conjunction with Parks & Recreation Department and other sign with more in-
depth detailing, brainstorming content – design finalized mid-late fall, hoping to
have it ready to go Spring 2022 – kiosk paneling with QR codes.
c) ARTober Committee – Refocused and goal is getting the word out – bus signs;
window at Epic Sports to showcase ARTober (photographs, paintings, book set,
try to represent all the arts in Bangor) Rich Kimball, Kevin to do Social Media,
Angel to put events on the website – no kickoff event this year, focus on
marketing piece.
6) Bangor Historical Society Request
a) Action requested: vote on funding for BHS or an alternative response to
request.
BHS reached out regarding the need for structural/foundation work to be completed
prior to housing/displaying of the Gomez piece. Inquiring about potentially allocating
funds out of CCD budget, November grant cycle, or send to City Council for
discretionary fund allocation. Staff advised that it was appropriate for the City to fund
this, and that it would be unfair to use limited CCD funding. Commissioner Filipiak
will contactBangor Historical Society, and have Matt reach out to Tanya.
7) Public Art and Monument Policy Proposal –Conceptual Draft –Hopeful
a)Action requested: vote on concept proposal fromUnited Way of Eastern Maine.
Jessie Morarity, United Way of Eastern Maine, provided initial conceptual overview.
City Council approved, and referred back to CCD for discussion of Public Art and
Monument Policy Proposal –spread message of “hope”. Large installation in
Portland on Forest Avenue, and another in Lewiston. Neokraft in Lewiston is
building the sign, will be 25’. Whole campaign to go along with this, spread
message of hope. Location for this sign will be the side of the Tavern building. Sign
will be lit through the night, over 100 LED bulbs. Lifespan approximately 15 years,
“temporary.” Plaque to be installed underneath to describe project, etc.
Vice ChairFilipiak moved recommendation to City
Council, seconded by Commissioner Stockwell. Vote
unless doubted, motion has passage.
8) Comprehensive Plan Listening Session - Planning Officer Krieg provided a brief
overview of the Comprehensive Plan, and that currently the “listening session”
portion of the process is taking place. Discussed “eye in the sky” projects to keep in
mind down the road. Public outreach will include neighborhood discussions, church
outreach, various engagement methods.
