MEETING MINUTES
BED Councilors Present: Fournier (C), Davitt, Schaefer, Sprague
Non-BED Councilors Present: Hawes, Nichols
City Staff Present: Bolduc, Emery, Laurie, Saucier, Huotari, Caruso
Guests Present: John Dougherty, Mission Broadband
Chair Fournier called the meeting to order at 7:22 P.M.
1. Mobile Home Park Ordinance Additions
Saucier provided introduction and overview. M. Walsh spoke, resident of Holiday Park,
concerned with no lease or community rules, people have been intimidated, supports the
ordinance. B. Gaetano spoke, lot 29, also provided written comments. S. Jordan spoke,
friend of M. Walsh, people are treated disrespectfully. Councilor Nichols – want to make
sure there are protections. Davitt – supports. Sprague – how does this fit with our
comprehensive plan and affordable housing plans. Councilor Sprague moves approval of
staff recommendation to proceed with ordinance, seconded by Councilor Schaefer. Roll
call vote: Davitt yes, Schaefer yes, Sprague yes, Fournier yes, 4-0 motion passes.
2.Discussion of Request to Purchase Land (366 Griffin Rd.)
Mr. Philbrook wants to grow his business and feels that leasing is wasting money, so he
would like to buy the land with the building. Emery explained the lease policy and
calculation involving additional investment or jobs to supplant the lost lease revenue. Staff
will continue to work with Mr. Philbrook on the options and his future plans to see if there
is common ground.
3.Extension of Lease Agreement with R&B Properties (366 Griffin Rd.)
Bolduc introduced the item.Councilor Davitt moves approval of staff recommendation to
approve lease agreement with R&B Properties, seconded by Councilor Schaefer. Roll
call vote: Davitt yes, Schaefer yes, Sprague yes, Fournier yes, 4-0 motion passes.
4. Broadband RFP Update
Emery and Dougherty presented an update and overview.
Staff will continue to work on both options, including
learning more about possible funding sources available,
and also follow up with information about the Spectrum
cable agreements we have.
5. Economic Development Strategy Update
Emery provided update. RFP addendum issued August 30, 2021. Responses due
September 15.

Bolduc introduced the item. Councilor Sprague moves approval of staff recommendation
to approve lease agreement with R&B Properties, seconded by Councilor Schaefer.

Fournier yes, 4-0 motion passes.
7. Extension of Lease Agreement with FGT, Inc. (136 Maine Ave.)
Bolduc introduced the item. Councilor Schaefer moves approval of staff recommendation
to approve lease agreement with R&B Properties, seconded by Councilor Davitt. Roll call
vote: Davitt yes, Schaefer yes, Sprague yes, Fournier yes, 4-0 motion passes.
Councilor Schaefer motioned to move into Executive Session at 8:31 P.M., seconded by
Councilor Davitt.
