Conducted on Zoom MEETING MINUTES Commission Members Present: Edmond Chernesky Anne Marie Quin Karen Rand Liam Riordan Mike Pullen, Consultant City Staff Present: Melissa Bickford, Development Asst. Jeff LaBree, Housing Rehab. Coord. Joshua Saucier, Asst. City Solicitor Acting Chair Riordan started the meeting at 7:03 P.M. Motion made by Commissioner Chernesky, nominating Commissioner Riordan as Acting Chair. Seconded by Member Quin. Roll call vote: Quin, yes; Chernesky, yes; Rand, yes; Riordan yes. Motion carries. NewBusiness: 1.Certificate of Appropriateness -218 Broadway -Map-Lot 047-023 - Broadway Historical District - Robert Reid, Applicant - Replacement of deck, addition of metal fencing, replacement of asphalt drive and addition of stone pavers at property located at 218 Broadway, Map-Lot 047-023, in the Broadway Historical District - Robert Reid, applicant. Applicant Robert Reid presented the item and the following information in part and in substance: Last house in the Broadway Historical District before Broadway Park Home was built prior to 1875 Originally owned by Francis & Bridget Duffey, Irish immigrants Home owned by Lewis Moore in 1889, a Lumber baron. Converted to Queen Anne Victorian, only the second one on Broadway known as Duffey-Moore House. Purchased property in 2012 rd Number of interior projects, some exterior, 3time before the Historic Preservation Commission Submission is mainly for a new porch, replace existing o Side porch narrow with high hand rail, not usable o Porch attached to house, collapsed 2 months ago o Wishing for larger, more usable porch, lower handrail meeting code Fence installation o 5-foot black aluminum, ornamental fencing where visible o 5-foot black vinyl chain9link where not visible Flatwork The Historical Preservation Commission discussed the following: Fencing – No current fencing o Applicant looking to fence in property for dog, as well and more importantly, security Replacement deck to be larger, unknown dimensions o Applicant advised deck would be 6-feet deep at most, 10-feet total, aligning with bay window. Color & Finish of replacement decking o Applicant will be using composite wood decking, grey color to match the front porch o Posts, balls, finials will be painted white to match house trim o Metal rails between wooden posts matching ornamental, black, 3-feet high Stone pavers o Driveway currently combination of asphalt and concrete, putting in flagstone pavers – particular stone not selected. Will be earth tone, natural stone color The public hearing portion was opened up at 7:21 P.M, and closed at 7:21 P.M. with no public comment. Commissioners excited to see the house coming back, and appreciate the completeness with the application package. Commissioner Quin motioned for approval for Certificate of Appropriateness for 218 Broadway, Map-Lot 047-023, Broadway Historical District, Robert Reid, applicant -seconded by Commissioner Rand. Roll call vote: Quin, yes; Chernesky, yes; Rand, yes; Riordan, yes. Motion carries. 2.Design Review -16 Union Plaza -Map-Lot 042-066 -Façade Review District -Mark Greenleaf, Applicant - Replacement of external staircase, addition 30’ deck at property located at 16 Union Plaza, Map-Lot 042-066, in the Façade Review District -Mark Greenleaf, applicant. Chris Scesny presented the item on behalf of the applicant, who was not present, and advised the following in part and in substance: Adding on 30-foot extension to existing 8-foot deck, with stairs Stairs in need to replacement, falling apart, braced Applicant wants to extend deck 30 feet further, so it goes over the fence so upstairs tenants aren’t going through outside area anymore The Historic Preservation Commission discussed the following: Original exterior staircase and appearance o Applicant representative did not have additional information about prior staircase Access to upstairs without exterior staircase during rebuild Changes need to be consistent and harmonious with the time period which building as built o Not enough submitted material to properly evaluate Property built around 1900, staircase not reminiscent of that era Lack of dimensions for project Materials to be used o Pressure treated wood, balusters, handrails to code Staining/painting of pressure treated wood Replacement of external light Walkway anchors need to be placed between bricks, not through the brick, as bricks are fragile Zone change from Waterfront Development District to Downtown Development District, still in the façade district The public hearing portion was opened up at 7:39 P.M, and closed at 7:39 P.M. with no public comment. Consultant Pulled called attention to Standard 71-11, Section A, G, and H of the Standards of Review. The words that stand out in sections, “consistent with period, harmonious blending into the district, neighborhood or location.” Concerns raised, as the application was not complete with information needed. Existing staircase not up to standards. Opportunity to find a middle ground where more thought can go into design and planning of the design, and reflect appropriately in the application, which would make it easier to approve. Approving this project as it stands is difficult. Commissioners discussed application lacking information, wanting to see a simplified version from that time period. Consultant Pullen suggested to applicant representative to view around various neighborhoodson period houses, and find something more appropriate that would be suitable. Pressure treated wood is usually aged for about a year prior to being painted/stained. Otherwise, untreated wood would have shorter life. Mr. Scesny advised that he would change the railing design, add dowels and a railing top to make it look more historic and decorative. Mr. Scesny chose to withdraw the application, and will return to represent. Commission advised that this would give them an opportunity to dramatically improve the historic quality of the building, and that something more historically appropriate could be found. 3.March 11, 2021 Meeting Minutes -Commissioner Quin wishes to correct the meeting minutes, indicating that she originally voted “no” to Commissioner Rand participating due to conflict of interest, and changed her vote, allowing Commissioner Rand to participate. Asst. City Solicitor Saucier indicated that the minutes should not be changed to show that original vote was something that it was not, and that a notation could be made amending the clarification. No other changes suggested. Commissioner Chernesky moved approval of Meeting Minutes of March 11, 2021, seconded by Commissioner Quin.
