TEAT the attached report of the City Engineer showing the
final costs and recommended assessments for the construction of
Phase I, Part A of Judson Heights, including a portion of Judson
Boulevard, Packard Drive, Heather Road, Hilton Place and Bose
Court be and hereby is accepted, and be it further
ORDERED, that the assessments be levied or deferred as
recommended therein.

To the Municipal Officers: . February 10, 1977
Reference is made to City Council Resolve No. 319 AC passed
August 25, 19757 which authorized the construction of a portion
of the Judean Heights Subdivision, including approximately 1,600
feet of Judson Boulevard Packard Drive, Heather Road, Milton
Place, sal Rose Court. Ill work has been completed, consisting
of the following:
Judson Boulevard
Judson Boulevard, extending. approximately 1,600 feet north
from Broadway, is the mein entrance to the Subdivision. It
consists of an 80 foot wide right-of-way, and the roadway includes
a 36 foot wide travel way, consisting of a three inch bituminous
concrete surface on a six inch gravel base and a twelve inch sand
and gravel subbase. Sidewalks will eventually be constructed on
both sides.
Packard Drive.

Packard Drive extends in a southeasterly direction from Judson
Boulevard fora distance of 19816 feet. It consists of a 66 foot
wide right-of-way, with a 30 foot wide travel way consisting of
three inches of bituminous concrete on a six inch gravel base and
a twelve inch send and gravel subbase. A sidewalk will eventually
be provided along the northeast side.
Heather Road
Heather Road extends in a northwesterly direction from the
end of Packard Drive for a distance of approximately 650 feet,
and thence in a southwesterly direction for a distance of approxi-
mately 520 feet, reconnecting to Packard Drive. The street
consists of a 60 foot right-of-way, having a 30 foot wide travel
way, consisting of a two inch bituminous concrete surface on a
four inch gravel base and a twelve inch send and gravel subbase.
A sidewalk will eventually be provided along the northeast side
for the first 600 feet and along the southeasterly side for the
remaining portion.
Milton Place
Milton Place is a loop road extending northeast from Heather
Road, having a total length of approximately 507 feet. It
consists of a 50 foot right-of-way, with a 24 foot wide travel way
consisting of a two inch bituminous concrete surface on a four inch
gravel base and a twelve inch send and gravel subbase. A sidewalk
will eventually be provided on the interior of the loop.

Rose Court
Rose Court extends in a northeasterly direction from Packard
Drive for a distance of 216 feet, with a cul de sac at the end.
It consists of a 50 foot wide right-of-way with a 126 foot
diameter cul He sac, wbich has a paved diameter of 100 feet.
The roadway consists of a two inch bituminous concrete surface
on a four inch gravel base and a twelve inch sand snd gravel
subbase. Be sidewalk will be provided.
All streets have been provided with a sanitary sever system,
consisting of a total of 41842 feet of eight inch asbestos cement
pipe and 74 feet of twelve inch asbestos cement pipe, and 20 man-
holes. This sewer is connected into the existing sanitary sewer
on Broadway. In addition, four inch asbestos cement pipe lateral
sewers were provided to each lot fronting on the above described
streets, consisting of a total of 2,230 lineal feet of pipe.
A storm sewer system has been installed on Judson Boulevard,
Packard Drive and Heather Road which is designed to intercept
both surface and subsurface storm water. This system consists
of a total of 5,014 feet of asphalt coated corrugated metal
pipe ranging in size from twelve inch to thirty-six inch, a
total of 43 catch basun and drop inlets, odd an open channel
to carry the water to adjacent natural drainage ways.
All graded areas were provided with four inches of loam
and seed. Although it was originally intended to install asphalt
curb on some streets, and sidewalks on all streets except Rose
Courts this work was deleted from this project; since the exact
location of driveways is not known at this time, it is felt
that the future construction of the driveways and houses would
considerably damage the sidewalks and curbing. It is felt that
the sidewalks should not be installed until most of the properties
have been developed, and a need exists.
The total cost of the street construction was $169,827.009
broken down as follows:
Perkins Construction Co. contract $141,271.00
Allowance for future sidewalk construction 167864.00
Allowance for clearing and grubbing done
by the Developer 9,972.00
Installation of right-of-way monuments 19150.00
Electrical Dept. charges for street lights - 570.00
Total: $1691827.00

In accordance with Chapter %II, Article 12 Sec. 1.6 of the
Laws and Ordinances of the City of Bangor, the 6ity's share of
the street construction would be as follows:

The total cost of the sanitary sewer construction, excluding
lateral connections, was $77,658.00; the total cost of the lateral
connections was $131380.00.
The total cost of the storm sewer construction was $130,891.00.
The City's share of the storm and sanitary sewer systems is
fifty per cent (50%) except for the lateral sewer construction,
which would be charged entirely to the Developer.

As previously recommended, it is felt that the Engineering
coats should be pro rated against the various construction items,

of-way clearing, totalling 8.31 acres. Assuming an allowance of
$1,200.00 per care, as subsequently quoted by Perkins Construction
Co., the clearing allowance would be $9,972.00. The Engineering
costs previously paid by the Developer. total $17,529.00, making
total previous payments by the Developer in the amount of $27,501.00.
This would reduce the total Developer's share to $233,025.00.

There are a total of 49 Lots which are served by the new
tag 18 of which are approximately one acre in size, and
ieb .nnee in Rize from one-third to one-half acre. The
is recommended that an assessment in the amOUnt Of U},LUU.W
be assessed against each of these Lots, tusking a total assess-
ment of $93,600.00. The smaller Lots are numbered 23 through
43, 91 through 93, 102, 103, and 106 tbrougb 110; it is recom-
mended that an assessment of $4,499.58 be levied against these
Lots, for -a total amount of $139,425.00, thus making a total
of $233,025.00. It is further recommended that the assessment,
be deferred under the following conditions: (1) the assess-
ments be paid as soon as each Lot is sold, (2) as soon as 40
Lots are sold, them the balance of the assessment will be
paid, and (3) in any event, all of the assessments shall be
paid within ten years of the date of acceptance of this report
by the City Council.
Plans showing the actual construction are on file in the
office of the City Engineer.
