To the Municipal Officers:
Reference is made to City Council Order No. 311 AD passed
July 26, 1976 which established a new public waw between Aendus-
keag Avenue and Broadway, now known as Husson Avenue. All work
has been completed, and the final costs and recommended assess-
ments have been determined.
The first 1,600 feet of roadway extending from Renduskeag
Avenue consists of an existing road which was built by the City
for Husson College in 1968, consisting of a 24 foot wide travel
way with 8 footgravel shoulders. The coat of that portion of
the roadway was $35,324.00, toward which the City originally
contributed 820,000.00, with the remainder paid by Husson College.
The new construction started at the northeasterly terminus
of the existing roadway, and proceeded in a. southeasterly direc-
tion to the Bradford Commons development, and thence proceeded
in a generally northeasterly direction across land of Husson
College, and along the property line of land owned by Mary
Johnson and Margaret Aubrey, Frank A. Grant, Hobert P. Murray,
and Margaret G. Coffin. The first 750 feet of roadway extending
southeast from the existing road consists of a 32 foot wide
paved roadway, with an 8 foot gravel shoulder on the south side;
from that point, the remaining 29145 feet of roadway extending
to. Broadway consists of a 40 foot wide paved roadway with asphalt
curb on the south side and a sod edge along the north side; a
6 foot wide sidewalk is provided along the south side. The
roadway consists of a 3 inch bituminous concrete surface on a
6 inch gravel base end a 12 inch send and gravel subbase. A
storm sewer system is also included, consisting of perforated
underdrain pipe along both sides ranging in size from 6 inches
to 12 inches, curb inlets to intercept surface water, and various
outlet culverts ranging in size from 10 inch to 36 inch. In
addition to the work done on Husson Avenue, the existing shoulders
on Broadway were paved to a width of 12 feet on both sides for a
total length of approximately 600 feet. Provisions were also
made for the future installation of a traffic signal at Broadway
by the installation of underground conduit.
The total coat of all work, including construction, pre-
liminary survey, appraisals end right-of-way, acquisition,
ryaterials testing, and related administrative costs was
'51879847.68. This cost is broken down as follows:

The Husson Avenue construction cost indicated above includes
related expenses of land acquisition, survey, testing, etc. amount-
ing to $35,565.54. Other miscellaneous costs in the amount of
$1,938.53 were pro rated against the total roadway and storm sewer
construction.

In accordance with the provisions of the Subdivision Ordinance,
the City's share of the roadway construction would be $14.00 per
foot, or $40,740.00 for the 29910 feet of roadway construction.
This would leave a roadway assessment of $1039158.84.
The City's share of the etc= sewer construction is 50%,
leaving $16,426.63 to be assessed. It is felt that the improve-
ments made on Broadway should not be assessed, since they do not
provide any direct benefit to the adjacent property. The total
assessable amount wouldthus be $119,585.47. It is recommended
that the assessment be. pro rated against the adjacent properties
as originally recommended in the City Engineer's report attached
to City Council Order No. 311 AD. This would pro rate the cost
on the basis of area served, starting with 19.42 acres in the
proposed Bradford Commons development, with all other frontage
assumed to benefit to a depth of 200 feet from the roadway.
Corner lots on Broadway and at the existing Husson College access
road would be pro rated at the rate of 50% for the first 200 feet,
and the triangular piece of land at the southeasterly corner of
the Husson property was computed at 1/3 of the actual area. On
this basis, 34.63 acres would benefit by the construction, end
the assessment would be pro rated as follows:

As recommended in the original report, it is proposed that
the assessment against Bradford Commons be levied immediately,
but that the assessments against the remaining properties be
deferred until the properties are developed and/or access to
said properties from the new road is requested. Deferment
would be based upon the executiou''df an acceptable Subordinate
Agreement which would be recorded in the Registry of Deeds.
It is recommended that the assessments be levied or deferred
as noted above. Plans showing the asbuilt construction of the
roadway, together with a detailed breakdown of all costs, are on
file in the office of the City Ragineer.
