The City of larger through the Director of Planning and Comimity,Dovelop- cents shell prior to the develoi®ent of applications to the Department Of Housing and Urban Development for Community Development funds under Title I of the Housing and Community Development Act of 1974, as emended, solicit the views and proposals of citizens, particularly low- and moderate-iacome panoas, members of minority groups, and residents of blighted areas and neighborhoods Where cnsommsnity develop- ment activities are proposed or ongoing. Views and proposals shall be solicited by the Director of Planning and C®mity Developenerst by holding a minimm of two public hearings at which there shall be presented to the residents of Hangar adequate information concerning the amount o4 furls available for nomunity develop- ment and housing activities, the range a activities that may be undertaken, and other importast progress requirenents. Such public hearings will provide oppon% tunities for groups end individuals with interest in the community development program to express their opinions regarding community development ard Leasing needs t to support, object to„ob'cdtdaa't on proposed community development and housing activities. A notice of needs such public hearing shall be published at least 10 days prior to the date oP the hearing in a newspaper of general circulation in the City of Sanger. Such notice shall include the date, time, place and procedures of the hearing and topics to be considered.:. Public hearings to obtain citizen views and to respond to citizen pro- pos,], shell be cohabited at times end locations which permit broad participation, particularly by low- and moderate-inc me persons soul residents of blighted neighbor- hoods and project areass. Due to its centralized location in relationship to the older end lower income neighborhoods of the City, the Director of Plann®ng and Comemndty Development shall hold such public hearings in the City Hall Council M ters at 73 Harlow Street unless a determination is made by the Director of Planning and Co®unity Develoimevt, the City Manager, or City Council that other _2_ locations are appropriate and would allow greater citizen participation for the activities being proposed. Such public hearings shall be held at 7:30 P.M. orweekday evenings unless a determon inatiis made by the Director, City Manager, r City Council that there is a more appropriate time for the hearings to be held in response to citizen repsests. 3. Notices of public hearings shall be in the English language unless it cart be demonstrated in Quntiftable numbers that there exists a need to furnish notices to non-English speaking or reading persons. bilin al opportunities will be provided at public hearings when determined to be necessary by the Director of Planning and Community Development City Manager, or City Council. 4. Citizens shall be provided the opportunity to be involved in the develop- ment of pre-applicatimne for funds available under the Housing and Comity Development Act of 1974, as amended, by the holding of a minimum of two public hearings by the Director of Planning and Community Development. Citizens shall be provided the opportunity to be involved in the development of final applica- tions by the holding aY a minium of two public hearings by the Director of Planning and Community Development or the City Council. 5. Full public access to Community Development Program information shall be available during the annual operating bases of City Hall in the office oP the Director of Planning and Community Development. C®imity Development Program information regarding activities undertaken shall be prepared by the Director of Planning and Community Development and mailed to residents and owners of Properties in ®m cm3ty development project areas where comprehensiveactivities are beLig undertaken, particularly to those persons of low- and moderate -income. A community development programs informational brochure shall be prepared by the Director of Planning and Commmity Development and made avail tle at all public hearings and in the office of the Director. of Planning and Co®amity Development for distribution to citizens on request. A report an the progress of -- community development activities shell be prepared by the Director of Planning and Community Development on a mmtbly basis are. be ends available to the public -upon request.. The Director's monthly report will be incorporated into the City of Hanger monthly report. 6. There shall be held a minimm of two public hearings, with public notices thereof, to alloy citizen involvement before amendments, budget revisions and changes to the Cammmity Development Program or the Housing Assistance Plea are made which require the approval of the Department of Housing and Urban Development. Such public hearings shall be held by the Director of Planning and Community Development or the City Council with prior notices published at least 10 days prior to the date of the hearings in n newspaper of general circulation. 7. In order to allow citizens the opportunity to be involved in planing, implementing, and assessing the Community Development Program and performance, fifteen persons appointed by the City Council to be representative of a cress section of the cemmnnity shallserve as the Ccamsnnnity, Development Advisory Commmittee. Low- aryl moderate -income persons and minorities will bean need the opportunity for substantial representation on the committee. Me Ca®anity Developuent Advisory Committee shall advise and make recommendations to the Director of -3 - Planning sad Caamnity Development relating to the development of applications for funds under Title I of the Hoaxing and Comity Development Act of 1974, as ®coded, and relating to application anechwats which involve the reallo- cation of Tunes and designation of saw activities or locations which require the approval of the Department of Housing and Urban Develoimmt. Phe Director of Planning and Ca aralty Develoiment shall provide to the Comity Develop- ment Advisory C®ittee adequate information concerning the amount of beads aval3able for proposed community develolment endhousing activities, the range of activities that noy be undertaken, and otherldoportant program requirements and shall also provide technical and staff assistance to the C®ittee enbling them to understarvl program requirements, to makercommendatlons and to other- wise participate in the develolmeat of applications sod amendments. Meetings of the Committee with the Director of Planning and Community Develolment sha11 be held at the discretion of the Committee in reordination with the Director. The advice and roc®mdxtims of the Camunity Development Advisory Committee relating to proposed comity development programs end activities ahall be ideati£ied and incorporated into the Director's r ®endatima to the City Manager and City Cmmil. The Committee will be provided copies of the Director's monthly report and other information requested of the Director, and shall have the opportunity to assess the community development program and performance at meetings held at the discretion of the Committee in eoordinatim with the Director. All meetings of the Camittee shall be open to the public. S. An additiceal public hearing will be held by the Director of Fleming and Cmminity Development thirty to sixty days prior to the start of planning for the next progress year. The Director of Planning and Conmomity Development Shall solicit and respond in a timely and responsive manner to all views, w®eats, and prcposels..� of citizens, particularly low- and moderate -income persons, mass,ers of minority' groups, and residents of blighted areae and neighborhoods where activities are proposed or ongoing. Responses to such views and proposals submitted. to the Director shall be provided within 15-r6rking days. Responses to views cad -proposals presented at public hearings or meetings shall, if not responded to at the applicable public hearing or meeting, be responded to in writing by the Director within 15 workinC: days of the date the C®mitt' Development Advisory Coomittee or City Council, as appropriate, considered and made recommendations or decisions regarding such views and proposals.
