STATEM6Mf OF FACT: This Plan is required by the DapartmeaO
of Housing and Urban Development regulations promulgated pur-
suant to the Housing and Catmwnity Development Act of 1977; it
makes technical changes to and saperaedes the Co®unity Develop-
ment Citiven Participation Plan adopted on April 10, 1978 by
Council Resolve 194 AF.

COMMIIlVITY DFVEWPME CITIZEN PARTICIPATION PLAIT
1. The City of Bangor through the Director a Planning and Co®anity Develop -
east, stall prior to the develoiment of applications to the Department a Housing
and Urban Development for Co®unity Development funds under Title I of the Housing
and Co®unity Development Act of 1974, as emanded, solicit the Views and proposals
of citizens, particularly low- and moderate-Sne®e persons, menders a minority
groups, and residents of blighted areas and neighborhoods where co®unity develop-
ment activities are proposed or ongoing. Viewe and proposals shall be solicited
by the Director of Planning and Comity Development by holding a usdniaam aP two
p blic hearings at which there shall be presented to the residents of Bangor
adequate information concerning the amount of funds available for community develop-
ment and housing activities, the range of activities that may be undertaken, and
other important program requirements. Such public hearings will provide opport-
unities for groups and individuals with interest in the c®uuity development
program to express their opinions regarding c®nnity development and housing seeds,
and to support, object to, of cousent on proposed co®wity development and Sensing
activities. A notice of each sort public hearing shall be publpshed at least 10
days prior to the date aP the hearing in the non -legal section of a newspaper of
general circulation in the City of Bangor. Such notice shall indicate the date,
time, place and procedures of the hearing and topica to be considered. The local
news media shall also be given prior written notice of the date, time and place
of public hearings along with similar information to that Included in the published
notice.
2. Pblle hearings to obtain citizen views and to respond to citizen pro-
posals shall be scheduled at time and locations which permit broad participation,
particularly by low- sed madereteeipcome persons and residents of blighted neighbor-
hoods and project areas. Dae to its centralized location in relationship to the
older end lower inn se neighborhoods of the City, the Director of Planning and
Conouuity Development shall hold such public hearings in the City Hall Council
Cheaters at 73 Harlon Street unless a determination is made by the Director of
Plannisag and Community Development, the City Manager,: or City Council that other
locations are e appropriate and would allow greater citizen participation for
the activities being proposed. Such public hearings shall be held at 7:30 P.M.
on weekday evenings unless a determination is made by the Director, City Manager,
or City Council that there is a more appropriate time for the hearings to be held
in response to citizen requests
3• Notices of public hearings shall be in the Fesglish laugsage unless it
an be demonstrated in quantifiable bars that there exists a need to furnish
notices to von -English speaking or reading persona. Bilingu,1 opportunities rill
be provided at public hearings Wen determined to be neceesary by the Director
of Planning and Community Development, City Manager, or City Council.
4. Citizens shall be provided the opportunity to be involved in the develop-
ment of pre -applications Per foods available under the Housing and C®unity
Development Act of 1974, as amended, by the holding of a Claims, of two public
hearings by the Director of Planning and Comity Development. Citizens shall
be provided the opportunity to be involved in the development of final applica-
tions by the holding oP a minimum of two public hearings by the Director of
Planning and Comity Development of the City Council.
5. Full public access to Co®vuity Development Program information shall
be available during the normal operating hours of City Hall in the office of the
Director of Planning and Co®unity Development. Camannity Development Program
information regarding activities undertaken shall be prepared by the Director
of Planning snit Conswunity Development and mailed to residents amd owners of
properties in cor®onity development project areas Were comprehensive activities
are being undertaken, particularly to those persons of low- and moderate -income.
To facilitate citizen participation, appropriate technical assistance shall be
provided to citizen organizations and to groups of law- and moderate -income
persons urea groups of residents of blighted neighborhoods upon request. A
community development progrnn informatioml brochure shall be prepared by the
Director of Planning and Commnrity Development and made available at all bonito
hearings end in the office of the Director of Plswing a.od Community Development
for distribution to citizens an request. A report on the progress of co unity
development activities shell be prepared by the Director of Planning and Cosmewnity
Development on a monthly basis and be made available to the public upon request.
The Director's monthly report will be incorporated into the City of Bangor
monthly report.
b. There shall be held a mininma of two public hearings, with public
notices thereof, to allow citizen involvement before any amendment is made to
an approved Comeovity Development Block Grant application and which creepiness
requires the prior approval of the Department a Horsing and Urban Development.
Such public hearings shall be held by the Director of Planning and C®mity
Development or the City Council vith prior notices published at least lA days
Prior to the date of the hearings in a newspeper of general circulation.
7. 1n order to allow citizens the opportunity to be involved in Planning,
implementing, and assessing the Community Development Program end performance,
the City Council shall appoint fifteen persons representative of a cross section

of the seasonality to serveCommittee.as the Community Development Advisory Committee.
Low- and moderake-ivcome
persons and minorities will be ensured the opportunity
for substantial representation on the committee. The Community Development
Advisory Committee shall advise sat make rec®enastione to the Director of
Planting arui Community Development relating to the development of applications
for funds under Title I of the Housing and Community Development Act of 1974,
as annual, and relating to application smendments which hunive the reallo-
cation of foods and designation of Dow activities or locations which require
the prior approval of the Department of Horsing and Urban Development; the
Committee shall advise and make recommendartions to the Director of Plarming
and Community Development raLeting to amensimnts which do not require the prior
approval of the Department of Housing and Urban Development, antlarelatirg to
the selection a contingency and/or local option activities. Tale Director',;,,
of Planning and Community Development shall provide to the Community Develop-
ment Advisory C®ittee adequate information concerning the amivt of funds
available for proposed carmanaity development and housing activities, the range
of activities that may be undertaken, and other important program requirements
end ah,11 also provide technical and staff assistance to the Committee enabling
than to understand program requirements, to maker emendations and to other-
wise participate In the development of applications real amenalents. Meetings
a the Committee with the Director of Planning and Community Development shall
be held at the discretion of the Committee in coordination with the Director.
The advice red recommendatious of the Commmity Development Advisory Committee
relating to proposed emmmnity development programs and activities shall be
fdeotified and incorporated into the Director's recommendations to the City
Managf4. and City Council. Tale Committee will be provided copies of the Director's
monthly report and other Wormetion requested of the Director, mad shall have
the opportunity to assess the community development proand
gram performance at
meetings held at the discretion of the Committee in coordination with the Director.
All meetings of the Committee shall be open to the public.
8. An additional public hearing will be held by the Director of Charring
and Community Development thirty to sixty days prior to the start of planning
for the next program year. Thin public hearing shall provide the citizens of
the community the opportunity to review the commrnity development program
progress end perfovnance.
9. The Director of Flaming and Community Development shall respond in a
timely and responsive manner to complaints and all written proposals submitted
by citizens, particularly low- a,rd moderate -income persons, members of minority
groups, and residents of blighted areas and neighbor9eods where activities are
Proposed or ongoing. Responses to complaints shall be provided within 15 working
days of their receipt, responses to proposals shall be provided within 15 working
days of the final action by the City Council on the pre -application or application
which pertains to the proposal.
W. When a Comity Development application is submitted to the Depart-
ment of Housing and Urban Development, a notice shall be published in a nems -
paper of general circulation in Bangor Stating that the application has been
submitted and is available to interested parties upon request and describing
the requirements contained in Title 24 of the rederal Regulations, Part 570.303
(f) relating to citizen objections to applications.
