ORDERED, THAT the attached report of the City Engineer showing the estimated costs and recommended assessments for the completion of the Third Phase of the Woodlawn Subdivision be and hereby is accepted, and be it further ORDERED, that said construction begin as soon as possible. Councilman CITY OF BANGOR, MAINE Engineering Department June 14, 1978 To the Municipal Officers: Pursuant to a previous Order of the City Council requesting Cost Estimates and recommended assessments for the completion of the streets in the Woodlawn Subdivision on Mount Hope Avenue, the following report is submitted: The work remaining to be completed includes the extension of Saratoga Avenue for a distance of 1,043 feet to a cul-de-sac, and the construction of Glencove Avenue extending for a distance of 985 feet between Hempstead Avenue and Saratoga Avenue, including the installation of storm and sanitary sewers. The roadway con- struction would consist of a 30 foot wide travel way having a 2 inch bituminous concrete surface with an allowance for a sidewalk on one side. The storm sewer work would include the installation of 5 catch basins on Saratoga Avenue together with a total of 19030 feet of 6 inch, 8 inch and 12 inch perforated pipe. The storm sewer on Glencove Avenue would consist of a total of 765 feet of 8 inch, 12 inch and 15 inch perforated pipe and 8 catch basins. The sanitary sewer on Saratoga Avenue would consist of 1,000 feet of 8 inch pipe and 3 manholes, with 4 inch service laterals to each Lot. The sanitary sewer on Glencove Avenue would consist of 600 feet of 8 inch pipe, 3 manholes, and 4 inch service laterals. In addition to the street and sewer work, various low areas on the surrounding Lots would be cleared, grubbed, filled, and graded so as to properly drain, identified as Site Development on the following breakdown of coats. In accordance with the provisions of the City Ordinance, the City would pay $6.75 per foot toward the cost of the roadway construction, and would pay fifty per cent of the cost of the storm and sanitary sewer, except for the sewer service laterals, which would be at the Developer's expense. The City would not participate in the cost of site development work. The construction of Saratoga Avenue would benefit Lots 102, 115 through 119, and 121 through 127, resulting in an estimated assessment of $5,911.00 per Lot. In accordance with our previous policy regarding this Subdivision, it is recommended that the assessments be deferred until each Lot is sold, but in any event that all assessments be paid within a period of three (3) years from submission of the final report to the City. Council. The Developer has been further advised that prior to advertising for bids the following. conditions must be met: (1) Confirmation must be received from the Bangor Water District that water mains will be installed, and (2) prepayment in the amount of $18,650.00 must be received to cover Site Develop- ment. It is recommended that construction be started as soon as possible. Plans of the proposed construction are on file in the office of the City Engineer. Respectfully submitted, Sohn T.
