To the Municipal Officers
Reference is made to City Council Order No. 69 AE passed
March 28, 1977, authorizing the construction of a portion of
the Judson Heights Subdivision, identified as Phase I, Part B,
which includes the extension of Judson Boulevard to the peri-
meter of the Mobile Home Park, the construction of a portion
of LaSalle Drive, the construction of Castle Hill and the
installation of a sanitary sewer collector. The Judson Heights
Subdivision is located on the east side of Broadway north of
Burleigh Road, and is being developed by Judson M. arent, Jr.
All work has been completed, described as follows:
Judson Boulevard was extended in a northeasterly direction
for an additional distance of 800 feet to the westerly line of
the proposed Mobile Home Park, being a total distance of 21400
feet northeast from Broadway. The construction included a 36
foot wide pavement consisting of 3 inches of bituminous concrete
on a 6 inch gravel base and a 12 inch sand and gravel subbase,
with a sod gutter, and the remaining areas within the right-of-way
receiving 4 inches of topsoil and seed.
LaSalle Drive was constructed for a distance of 483 feet
north of Judson Boulevard, having a 36 foot width pavement of
similar construction to Judson Boulevard.
Castle Hill extends 240 feet northwest from LaSalle Drive,
and is constructed to a width of 24 feet, which includes 2 inches
of bituminous concrete an a 4 inch gravel base and a 12 inch sand
and gravel subbase; a cul-de-sac having an outside radius of 50
feet and a pavement width of 20 feet is provided at the northwest-
erly end. Castle Hill has sod gutters, with the remaining areas
provided with 4 inches of topsoil and seed.
The storm sewer system consists of 4 catch basins, 3 standard
inlets, 186 Peet of 12 inch pipe and 770 feet of 15 inch pipe,
serving portions of Judson Boulevard, Castle Hill, and LaSalle
Drive. Approximately 282 feet of 6 inch perforated underdrain
was provided in areas having a high water table.
The sanitary sewer system included the installation of e
collector sewer extending north from the existing sanitary sewer
near the intersection of Judson Boulevard and Broadway, consisting
of 2,066 feet of 8 inch pipe, 992 feet of 12 inch pipe, and 11
manholes. The sewer serves a portion of Judson Boulevard, and
has since been extended into the Bomare area through the proposed
Trailer Park. 811 feet of 4 inch sewer pipe was also provided
for service connections to the Lots benefited.

A total of 837 cubic yards of trench
ledge was removed,
including 617 cubic yards on the storm and
sanitary sewer lines
and 220 cubic yards on the sewer laterals.
Six right-of-way monuments were installed.

The Engineering coats are pro -rated against the various
categories of construction, resulting in adjusted costa, as
follows: '

The original estimate for this project was $175,000,00.

In accordance with Chapter XII, Article 12, Sec. 1, the
City's share of the construction of the Judson Boulevard roadway
and the LaSalle Drive roadway would be $11.50 per foot, or a
total of $14,754.50 for the total length of 1,283 feet; the City's
share of the construction of Castle Hill would be $5.25 per foot,
or a total of $1,260.00 for the 240 feet constructed. In addition,
the City would pay 50% of the cost of the sanitary sewer installa-
tion, and 50% of the storm sewer installation, except for the
sanitary sewer laterals to serve the individual house Lots, the
entire cost of which would be paid by the Developer. A summary
of the total City's share and the total Developer's share is as
follows:

There are a total of 12 Lots benefited by the new construe -
tion, being Late 104, 105, 111 through 116, and 152 through 155-
It should be noted that a large portion of the project cost was
for the installation of the sanitary collector sewer, which serves
not only the Lots in question but also the future Trailer Park.
If the total Developer's share were pro -rated against the 12
Lots benefited, the assessment per Lot would be far in excess
of the value of the Lots; therefore, as contained in the original
Council Report and recommended by the Finance Committee at that
time, it is proposed that assessments be placed against each of
the 12 Lotswhich are equal to those previously assessed against
the smaller Lots in the First Phase of the Judson Heights Sub-�
division construction which was completed in 1975• The assess-
ment against those Lots amounted to $4,497.58 per Lot. This would
result in a total assessment against the above mentioned Lots in
the amount of 853.970.96, with an additional balance of $449739.07.

are sold, but in any event, the entire assessment of $98,710.03
be paid within six years from the date of acceptance of this
Report by the City Council. It is further recommended that any

deferment be subject to the execution of an acceptable Subordinate
Agreement relative to the conditions of deferment by the Developer,
to be recorded in Penobscot Registry of Deeds.
Plans showing the actual construction, together with copies
of all invoices and other cost data, are on file in the office of
the City Engineer.
