To the Municipal Officers:
Reference is made to City Council Order No. 292 AT passed
July 26, 1976, authorizing the construction of the streets and
sewers in the Glenwood Subdivision on Kenduskeag Avenue. The
construction was authorized in accordance with an Agreement
between the City and the owner of the Subdivision, Kenduskeag
Associates, Inc., hereinafter referred to as the Developer. The
original Council Order authorized the construction of the entire
Subdivision, including Glenwood Drive and valley view Avenue;
however, the lack of a 1977 Bond Issue required the re -allocation
of a portion of the project funds to other projects, so that the
initial project consisted of the construction of Glenwood Drive,
including all related utilities, serving 34 out of the 49 total
Lots. Glenwood Drive has a total length of 2,022 feet? and was
constructed to a width of 30 feet, consisting of a 214 inch bitu-
minous?concrete surface on a 6 inch gravel base and a 12 inch
send and gravel subbase. The remaining area of the right-of-way
was loaned and seeded, with a sod edge along the gutters. The
storm sewer system consisted of 157 feet of 12 inch pipe, 535
feet of 15 inch pipe, 84 feet of 18 inch pipe, 381 feet of 24
inch pipe, and 534 feet of 30 inch pipe. Also included were
6 catch basins, 6 standard inlets, 5 manhole inlets, and 825 feet
of open drainage channel. The purpose of the storm water system
is to drain the water through a natural swala above the property,
and to collect all of the water within the roadway, discharging it
into a natural swale at the southeast corner of the property. The
sanitary sewer system consisted of 2,080 feet of 8 inch pipe and
3 manholes, as well as 19473 £set of 4 inch pipe used for laterals
to each of the Lots fronting on the new roadway. The project also
included the installation of right-of-way monuments. Water mains
and water service laterals to each Lot were installed by the Bangor
Water District at the total expense of the Developer. A considerable
amount of ledge, 663 cubic yards, was removed to permit the installa-
tion of the storm and sanitary sewer systems.
The total actual cost of construction is broken down as
follows:

The total project cost, including construction and engineering,
is $190,600.78.
In accordance with previous practices, the Engineering Costa
have been pro -rated against the various categories of construction
in proportion to the total amounts listed above. This would result
in total costa of each category, including Engineering, as follows:

In accordance with Chapter %II Article 12 Sec. 1.6 of the
Laws and Ordinances of the City of iangor, the 8ity's share of the
roadway construction is $6.75 per foot, with the remaining cost
to be paid by the Developer. The City's share of the 'storm sewer
system and the sanitary sewer system is fifty per cent, with fifty
per cent to be paid by the Developer. The entire cost of the sewer
laterals is charged against the Developer.
A breakdown of the City's share, and the Developer's share,
is as follows:

There are a total of 34 Lots benefited b9 the construction,
being Lots 2 through, 21, 31, 39, 40 end 49 through 59. This would
result in an assessment per Lot of 3,344.53. As recommended by
Council Order 292 AD, the assessments shall be paid as each Lot is
sold, with a maximum deferral time being three years from the date
of the acceptance of this Report by the City Council, at which time
the outstanding balance would be levied. The deferment of the
assessments would be conditioned upon the receipt of a suitable
recordable instrument to be received from the Developer, and to
be recorded in the Penobscot Registry of Deeds, outlining the
terms of said deferment.
It is recommended that the assessments be deferred as described
above.
Plans showing the actual construction are on file in the
office of the City Engineer.
