TEAT WHEREdS, as a part ofItsCommunity Develoiment Program the City
of Bangor purchased certain as yet undeveloped lend from the Bangor Urban
Renewal Authority, nanely Parcels B-3, B-4, B-6, B-89 B•11, B-13, B-15, and
P-6; and
EBEFENB, the City of Bangor has assured the Design Review and
Site Pl.en Review functions for the Tedevelopme t of said parcels;

Review Cn m:ittee-and procedures for redeveloweat of the above parcels be
established as follow:
A. DCCMlfh CE SAND
1. Method of Dis sal -The City may disppose-of Eenduskeeg Stream Urban'
Renewal ME R- FParcels B-3, 5-4, B -b, B-§, B-11, D-13, B-15, and
P-6 by sale or lease in accordance with ans method permitted by
State and local law to a developer selected either by negotiated
sale of land or eompetitiie proposal. However, prior to the
enecutim of any agre®lite, the City. Council shall by resoluticn,
council ovd?yor aimilar action:
c. Approve all agreements and conditisas thereon; soul
b. Approve the price.
2. Deeisn Committee - A Desigr. Review end Site Plan Review Cmaaittee,
omeisting of the members of the City Council Commmity Development
Committee, the Chairman of the Planning Board, the City Manager,
the City Engineer, the Director of the Planning and Community Develop-
ment and the Planning officer, shall review and evaluate all redevelop-
ment proposals Submitted. The Design Committee shall submit its
recommendations
for the selection of a tentative developer to the

3. option to Purchase - Me City shall as scom as practical enter
into an agreemert with the tentative developer providing him with
an option to purchase. The City shall also indicate in the agree-
ment the time limits for s brmssion of final plans, penalties, if
any, renewals and extensions. The Developer -will purchase the
option according to on amount determined by the City Council.
4. Redeveloper's Qualifications - Before ex cutiug any final transfer
Of]end, the City shall determine that the redeveloper possesses
the qualifications end financial resources to aegaire and develop
the land in accordance with the Kenduskeag Stre® Urban Renewal
Plan (ME R-%), an amended. Transfer of land will contain the
qualification that construction or reservation begin and be
coupleted within dates spread upon. The City say if it deems
necessary require the developer as part of the agreement to post
aperformaoce bared in as ancant to be set by the City. The City
may at its discretion, and for good cense, reject any prospective
redeveloper based on an analysis of pertinent data relating to
his qualifications.
5. Property Rehabilitation - A disposal agreement covering property
sold subject to rehabilitation shall contain a work write-up
detailing the work that must be performed by the buyer to conform
to the Kenduskeag stream Urban Renewal Plan (SE 11-7), as amended,
and applicable' codes and ordinances of the City.
6. Design Oejectives-- All disposal agreements shall contain pro-
visions for City review and approval of a developer's plans.
The City Shall review sad approve all development plans prior
to construction to assure compliance with Redevelopment Plan
objectives.
B. MAINTENANCE OF RECORDS
The City shall maintain records and reports, including copies oP official
Council action and Finance Committee action, cause appraisals, certifications,
disposal agreements and other documentation concerning its leM disposition
activities for each parcel of land to be off aced for regale. In addition, a
running record in summery Pores shall be maintained indicating major actions
and itensa information on each disposition parcel. Periodic reports shall '
bescaleto the City Council detailingprogressof the disposition program.
C. APPROVAL of PINK
No construction or renovation will be allowed in or on Parcels B-3, B-49
B-6, B -B, B-11, B-131 B-15 and P -b without the prior submission and approval
of preliminary Bases, final plans and apecifications. Said plans shall be
reviewed by the Design Committee appointed by the City Coaacil, to insure
onsistency in design and c®patibility with the Kenduakeag Stream UA,,
Renewal Plan (Mg R-7), as amended. No plans shall be approved unless said
plana have been prepared by a dtly registered architect, as defined by Title
32 of the Maine Revised Statutes Awotated, unless otherwise accepted by the
City. The following submissions shall be required:

1. Preliminary Plam - The intent of the Preliminary Plan shell be to
outline the general scope of development or redevelopment, dad to
convey to the Design Comelttee sufficient informatim for them to
determine the character of the work to be performed.
a. Site Plan - The site plan shell be drawn to a seele of one
1 inch emals twenty (20) feet wherever practical. The
plan should iacbade:
(1) Property lines and dimensims.
(2) Adjacent features, such as abutting streets, buildings
or properties.
(3) Existing end proposed paved areas, including the type
of pavement and principal dimensions.
(4) Use on-site parkin-laymt, and traffic flow,. if any.
(5) Planting areas, including general size and variety of
trees and shrubs.
(6) All existing and proposed utilities, both above and
below ground, including service comeetions and drainage
facilities.
(7) Principal elevationa, grades, or contours, both existing
:and proposed.
(8) Existing and new building outlines, including overlaps
such as canopies or'basment extemims.
b. Flom Plan -The scale of the floor plan shell be left to
the discretion of the architect. This plan shall show
general r m lavmts and use, including entrances and exists.
Dimenaims may be approximate and the overall floor area for
each floor shall be indicated. The elevation of each floor
shall be indicated.
c. Elevations - A suitable cross-section,
on ectior elevation of the
buildirgshall be-provlded,either in the form of an artiat"a
rendering of the building or a tross-sectim of the building.

2. Final Plans and S 1£ication - After-appanval of the preliminary
plena the dap¢ per�shall then proceed with the preparation of final
plane ani specifications. Said plan and specifications shall show
Sufficient details necessary to inure proper construction. All
dimension and elevations she" be accurate and all materials to be
used in the structural or architectural treatment of the facility
shall be outlined in complete detail. If, in the opinion of the
Design Co®ittee, there in a doubt regarding the structural ade-
quacy oP any facility, the developer shall provide all required
back-up data,including structural computations, boninglogoor
material gnaranteee.
