Councilinan IN CITY COUNCIL APP.IL %19'19 In City Co0ne11 Bqv 14r1979 REPER5D TO FINANCE COMMITTEE Passed - CONSIDER NEXT MEETING FUMIC - NEARING I d i y Clark aaC1a( IN CITY COUNCIL APRIL 23.1999 _ REFIFED TO FINANCE COEHITTEE CONSII&R NEXT NNETING CITY CLERIC CITY OF BANGOR, MAINE Engineering Department March 20, 1979 To the Municipal Officers: Reference is made to City Council Order No. 223 AE passed May 23, 19779 authorizing the installation of a sanitary sewer on Griffin Road from the Renduskeag Interceptor to Aenduskeag Avenue, and to City Council Order No. 361 AE passed August 22, 1977 authorizing the extension of the sanitary sewer on Aendus- keag Avenue from Griffin Road to the Eastern Maine Orphans Home. All work has been completed, and the final costa have been dater - mined, as follows: The installation consisted of 3,375 feet of 8 inch pipe and 10 manholes. The total complete project cost, including engineering, was $93,723.79, which was considerably in excess of the original estimate of $64,866.00. Most of the overrun was encountered on the %enduskeag Avenue portion of the project, being 48.9M higher than the original estimate. The reasons for the cost overrun were (1) high initial construction bid received, and (2) an extreme overrun in ledge excavation. The sewer was originally installed under emergency conditions to correct a serious septic taxAc problem at 8t. Michael's Home; it was necessary to advertise the project for bids late in the fall, and the low bid received was approxi- mately 60% higher than our usual cost for performing this work with public Works crews. The lateness of the season and other commitments prevented us from using Public Works to perform the work, and necessitated the acceptance of the high bid. The original estimate of ledge was 100 cubic yards, and the actual quantity removed was 438 cubic yards, resulting in an overrun of $135520.00. Based upon the actual completed cost, which is normally 50Y assessable, the front foot assessment would be $8.47 per foot as opposed to assessments of between $3.75 and $4.00 per foot for similar projects performed by Public Works. For this reason, it is recommended that the assessable amount be limited to $75,000.00,with the overrun to be charged to the Sewer Fund. This Will still result in assessment overcome of approximately 1996 to the people on Renduakeag Avenue. It should also be noted that only 61% o£ the property owners were originally in favor of the sewer installation, including the Orphanage, and it is doubtful that even a majority would have been in favor if the higher cost had been known. It is recommended that theassessmentsbe levied as noted above for a project cost of $75,000.00. Plans showing the actual sewer installation are on file is the office of the City Engineer.
