F� 1 J n CITY OF BANGOR, MAINE Engineering Department January 29, 1979 To the Municipal Officers: Reference is made to City Council Order No. 286 AD passed July 26, 1976, authorizing the construction of Mildred Avenue between Hammond Street and Leonard Street along a right-of-way which was previously dedicated for public use, but wherein a street had never been constructed or accepted as a public way. All work has been completed, described as follows: The new road consists of a twenty-six Soot wide travel way, extending for a distance of approximately 750 feet between beonard Street and Hammond Street, consisting of a 3 inch bitu- minous concrete surface on a 24 inch gravel base. A sidewalk was constructed on:, one aide, catch basins were installed, and a drainage ditch crossing the roadway from the Silver Road area was relocated and regraded. The total actual cost of the roadway construction was $20,696.00, not including the sidewalk, which was an additional $1,385.00. This amount is in excess of the original project estimated of $15,000.00; some of the reasons for the cost overrun are as follows: (1) It was necessary to move approximately 1,000 cubic yards of earth fill which had previously been deposited in the area of the proposed drainage ditch relocation. It is estimated that the total coat of the removal of the fill was $2,425.00. It is recommended that this item not be included in the assess- ment; the existing drainage ditch did not conform to the location of an Easement originally given for the ditch, and the necessity for relocation was not related to the roadway construction. (2) The project estimate was made in 1976, but the work was not undertaken until 1977; wage rates had increased approxi- mately 254 per hour, and equipment rental rates for trucks were increased 804 per hour. These increases added approximately $1,200.00 to the project cost. (3) In August of 1977, the State Police Department deter- mined that our dump trucks were overloaded when hauling the normal six to seven cubic yards of material, and required a out -bask to only four cubic yards per trip. The extra tripe involved in hauling gravel base material from City pits added between $1,500.00 and $29000.00 to the project cost. Since the property owners did not petition for the sidewalk, and since the relocation of the drainage ditch did not add to the benefit of the properties served, it is considered that the total assessable amount would be $18,271.00. -1- As recommended in the original Council Order, and as defined b9 the City Ordinances, the City would pay two-thirds and the remaining one-third would be assessed against the property bene- fitted. It is also Pelt that the properties benefitted by the road improvements includes all frontage on Mildred Avenue and a portion of Gray Street which would use the road for access, as follows: Name & Location Frontage Assessment WEST Henry H.
