To the Mumicipal Officers:
Reference is made to City Council Order No. 277 AF passed
June 28, 1978, authorizing the construction of the Third Phase
of the Woodlawn Subdivision, consisting of the extension of
Saratoga Avenue and the construction of Glencove Avenue. All
work has been completed, and final costa have been determined
as follows:
The project included the extension of Saratoga Avenue for
a distance of 1,051 feet, and the construction of Glencove
Avenue for a distance of 985 feet between Hempstead Avenue
and Saratoga Avenue. Both streets were constructed with a
travel way width of 30 feet, consisting of a 3 inch bituminous
concrete surface on a 6 inch gravel base and a 12 inch sand
andgravelsubbase.
The sanitary sewer system was extended, consisting of
11580 feet of 8 inch pipe and 5 manholes, with 4 inch lateral
serviceconnectionsto each lot.
Also included was the installation of a storm sewer system,
consisting of a total of 1,846 feet of 6 inch, 8 inch, 12 inch
and 16 inch pipe, and 13 catch basins.
The project also included the grading, looming and seeding
of certain lots in the subdivision, indicated as Site Preparation
in the tabulation of costs.
The total cost of the project is broken down as follows:

In accordance with Chapter III, Article 12, Sec. 1.6.1
of the Laws and Ordinances of the Citi
i of Bangor, the City's
share of the roadway construction is 5.75 per linear foot,
or a total of $11,707.00 for the 2,036 feet of roadway son-
structed. The City's share of the storm and sanitary sewers
is 50%, or $15,406.00 and $9,900.00, respectively. It is the
Developer's responsibility to,3aay 100% of the site preparation
work and the lateral sewer connections to each lot served.
Engineering costs are pro rated against the various coats of
the work performed. On this basis, the breakdown of the cost
sharing is as follows:

Developer's Net Share $ 98,231.
The lots benefited by the construction include Lots No.
102, 107 through 119, 121 through 127, and 141 through 144,
or a total of twenty-five Lots. The assessment per Lot would
therefore be $3,929.24. As stated in the original Report, it
Is recommended that the assessments be deferred until each Lot
is sold, but in any event that all assessments be paid within
a period of three years from submission of the final Report to
the City Council. The deferment of the assessments will be
subject to the execution of a suitable Subordinate Agreement
to that effect by the Developer within thirty days of receipt
of said Agreement. It is further recommended that failure to
execute such Agreement within thirty days should result in the
immediate levying of the entire assessment.
Plane showing the details of the actual construction are
on file in the Office of the City Engineer.
