Accepting and Appropriating $283,175 in Additional Community Development Block Grant Entitlement Funds
Authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
This Resolve will accept and appropriate an additional $283,175 in Community Development Block Grant (CDBG)
Entitlement Funds authorized by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
The City's FY19 Annual Consolidated Housing and Community Development Plan (Annual Action Plan) was approved by
the U.S. Department of Housing and Urban Development (HUD) in April 2019. Entitlement communities must submit a
plan annually in order to receive Community Development Block Grant (CDBG) funds. The City received additional
Community Development entitlement funds authorized by the Coronavirus Aid, Relief, and Economic Security (CARES)
Act. This $498,873 of additional funding, which is referred to as CDBG-CV1 funds, was incorporated into the FY19
Annual Action Plan through an amendment in May of 2020. This funding was used to help prepare and respond to the
COVID-19 pandemic by addressing needs of the homeless population, offering grants to eligible businesses, and
addressing food insecurity caused by the pandemic.
The City's CDBG program has received an additional $283,175 of CARES Act funding (CDBG-CV3). The 2019 Annual
Action Plan must be amended again to incorporate the CDBG-CV3 funding. The purpose of this Amendment is to
increase the total 2019 CDBG allocation to include the additional $283,175 that has been allocated through the CARES
Act. The total amended allocation for the 2019 CDBG program year is $1,869,728. The attached spreadsheet details the
new allocation amounts.
The purpose of this additional CARES Act funding is to further aid in the City's prevention, preparedness, and response
to the Coronavirus pandemic. Among the projects to be funded with these monies are business assistance and
short-term rental assistance for eligible households.

Be it Resolved by the City Council of the City of Bangor that,
The City Manager is authorized to submit and file with the Department of Housing and Urban Development an
Amended FY19 Consolidated Housing and Community Development Plan (Annual Action Plan) for $283,175 in
additional Community Development Block Grant Entitlement Funds as provided for in the Coronavirus Aid,
Relief, and Economic Security Act; to provide such additional information and furnish such documents as may
be required by the Department of Housing and Urban Development; to execute such amendments to the
contract or contracts as may be necessary for the additional entitlement grant to be received; and to execute
and file requisitions for funds.
Be it Further Resolved that,
The City Council hereby authorizes the City to accept and appropriate $283,175 in additional Community
Development Block Grant Entitlement Funds as provided for in the Coronavirus Aid, Relief, and Economic
Security Act;
Be it Further Resolved that,
The City Manager is hereby appointed as the authorized representative of the City of Bangor to act in
connection with such Plan of the City of Bangor for Federal Community Development Block Grant funds under
Title I of the Housing and Community Development Act of 1974, as amended.
