THAT Chapter VIII, Article 8 of the Laws and Ordinances of the City of
Bangor be deleted in its entirety and replaced with the following:
ARTICLE 8 - RESIDENTIAL 3 ZONE (R-3) -
Sec. 1 Statement of Purpose. The Residential 3 Zone is established to
stabilize and protect certain types of
residential neighborhoods and to promote and encourage a suitable
environment for family life in them. In addition to conventional
low-density housing this zone provides for and encourages the
establishment of planned housing complexes with innovative, -
flexible, and efficient arrangement of a variety of low-density
housing types including town houses and other attached residential
complexes.
Sec. 2 Basic Requirements. Buildings or land used or occupied, and
buildings erected, constructed, reconstructed,
moved or structurally altered, whether permitted uses or special
exceptions, shall comply with the requirements of Article 21 of
this Ordinance and the following dimensional requirements:

Sec. 3 Uses. In a Residential 3 Zone, uses are controlled as follows:
(1) Permitted Uses:
(a) One -family, two-family, three-family and four -family
dwellings
(b) Rome occupation or profession (subject to the require-
ments of Article 21)
(c) Accessory uses on the samelot and customarily incidental
to and subordinate to the above uses
(2) Special Exceptions. The following uses shall be allowed in
a Residential 3 Zone, but only upon the
granting of a special exception permit by the Planning Board
pursuant to Article 22 of this Ordinance..
(a) churches
(b) nursing homes
(c). attached residential and town house cluster developments
provided:
1. No more than six units shall be joined in any
building complex. The building facade shall be
broken either by structural elements or actual
breaks in facade alignment
rr. Overall density of the development shall not exceed
eight dwellingaunits per gross acre
iii. Interior access for the development shall be
provided by an approved private street
iv. The development site shall contain an area of
no less than four acres.
(d) Cluster subdivisions
(3) Prohibited Uses. Any use not specifically permitted in this
Article or in Article 21 of this Ordinance.
AND BE IT FURTHER ORDAINED THAT Chapter VIII, Article 3, Section 2 be
amended by adding the following:
Attached Residential A complex of residential structures and/
or accessory use structures in which
individual self-contained dwelling units are joined by a common
wall, but which are accessible only directly from the out-of-
doors and not through the interior of other joined units.
Cluster Subdivision A parcelization of land in which the con-
figuration of lots may not contain all of
the yards, and/or total area and/or lot width required in the
zone in which it is located, although the resulting density of
the subdivision does not exceed that implied by the zone in
which it lies because of the creation of common open space or
other restricted building area.
Town House A self-contained dwelling unit with access provided
only directly from the out-of-doors bu sharing a common
wall or walls with other similar units. A town house may be a
ental unit or owner occupied, but will generally be provided with
certain contiguous yard areas as well as access to common open
space and facilities.

Council Ordinance 92 All
The Bangor City Planning Board at its regular meeting of
February 19, 1980 held a public hearing on the above zoning
amendment.
After careful consideration of the proposed amendment, the
Board voted five in favor and none opposed to table the proposed
amendment until its next meeting in order to get further infor-
mation from the Planning Staff on the amendment.

and none opposed to recommend approval of the above toning
amendment..
